With the increasing international trade activities,the contribution of knowledge to a country gradually exceeds the traditional elements,and countries have paid unprecedented attention to intellectual property rights.The competition between countries does not just stay in the traditional field.Under the background of deepening economic globalization,the competition among countries in the high-tech industry is becoming increasingly fierce.Consequently,the intellectual property protection system has increasingly become an important factor in the comprehensive competitiveness of countries.In recent years,with the continuous deepening of China's opening-up,more and more domestic enterprises have entered the international market,and China has become the world's largest trade exporter.However,compared with the international developed countries,China's intellectual property protection system is not perfect,the quality of export products is relatively low,and the overall enterprise is at the lower end of the global value chain.How to transform from a big exporting country to a strong exporting country is an urgent problem to be solved.In addition,in the process of foreign exchanges,Chinese enterprises are also faced with many trade barriers and pressures,especially international intellectual property disputes,which have caused huge losses to Chinese enterprises.Promoting intellectual property strategy can not only establish a good image in the international community,but also promote the transformation and upgrading of China's economy.In view of this,under the background of China's active implementation of intellectual property strategy,this paper discusses whether the quality of Chinese enterprises' export products has been improved.This paper firstly combed the previous literature research,this paper introduces the development of our country in recent years,the protection of intellectual property rights and the status quo,then the measuring method of intellectual property protection level,the intellectual property protection level is divided into five aspects,to calculate the overall and 31 provinces in China from 2000 to 2013,the protection of intellectual property rights protection level,according to the result of measuring,protection level of intellectual property rights in China continues to improve,but the differences in different areas,intellectual property protection level is far beyond the west in the east.Then,this paper sorted out the measurement method of export product quality.According to the existing research results,the regression backward method was used to measure the quality of China's enterprises' export products from 2000 to 2013.The results show that the quality of export products of Chinese enterprises is on the rise.Then this paper analyzes the trade theory of intellectual property protection and the influence mechanism of intellectual property protection level on the quality of export products.Based on the theory of comparative advantage,externality,transaction cost,it is concluded that the protection of intellectual property rights may affect the quality of export products by stimulating independent innovation and technology spillover.In terms of empirical research,based on the combined data of Chinese industrial enterprise database and customs database from 2000 to 2013,this paper introduces the level of intellectual property protection at the provincial level,establishes a fixed effect model,and regression tests the relationship between the level of intellectual property protection and the quality of export production of enterprises.The results show that the improvement of the level of intellectual property protection has significantly improved the quality of Chinese enterprises' export products.Then,by means of interactive items,this paper investigates the difference of IPR level in different regions,different trade modes and different ownership systems.Then,in the case of endogenous problems in the model,the regression results are more robust by using the one-stage delayed instrumental variable method.The paper also examines the transmission channels between them,and the results show that the protection of intellectual property rights can improve the innovation ability of enterprises,promote the inflow of FDI and other channels,and affect the quality of enterprises' export products.Finally,according to the research results,this paper puts forward some suggestions to the Chinese government and enterprises,in order to promote the upgrading of the quality of China's export products,and make a contribution to the sustained and healthy development of the economy.
