As international trade exchanges have become closer, the importance of intellectual property protection in various countries has also increased. At the same time, the "Made in China2025" strategy for strengthening the country has shown the determination that China wants to transform the manufacturing industry "big but not strong".This article studies the impact of foreign intellectual property protection on the quality of China 's export products, combs the concepts and related literature on intellectual property protection and product quality, and uses the demand inference method to measure the quality of China's export products at the national and industry levels. The current status of China's export product quality and improving the quality of China's export products have practical significance. This article analyzes the impact of intellectual property protection on the quality of exported products through theory, and concludes that a country's exports are affected by two aspects, one is the degree of intellectual property protection in the importing country, and the other is the quality of the exporting country's own products. The increase in the degree of intellectual property protection in the importing country will inhibit the rate of imitation of the product, which will reduce the export trade costs of independent innovation countries, and promote the country's industrial upgrading and improve the quality of exported products;but it will increase the export trade costs of imitation innovation countries, which is not conducive to the country's industrial upgrading and inhibits the improvement of the country's export products.Based on this, empirical research is conducted to analyze whether foreign intellectual property protection promotes or suppresses the quality of China's export products. The paper selects 61 countries from 2006-2017 to cross the panel data, and uses the method of Yu Changlin(2015)to adopt the world The indicators of intellectual property protection in the Global Competitiveness Report published by the Economic Forum(WEF)serve as the core explanatory variables of the text, while adding FDI stock, trade openness, market size, and actual tariffs as control variables in this article.First of all, this article divides the world, developed countries and developing countries from the national level according to the degree of economic development to conduct an empirical regression to analyze the impact of foreign intellectual property protection on the quality of China's export products; The impact of the protection of intellectual property rights by countries and developing countries on the quality of exports of 15 industries in China.Theempirical results show that whether at the national level or the industry level, the protection of foreign intellectual property rights has a depressing effect on the quality of China's export products, which is not conducive to the upgrading of the quality of China's export products. This also validates the view of Helpman(1993)that the increased protection of intellectual property rights will increase the cost of imitation in developing countries, which is not conducive to technological innovation in developing countries, and thus not conducive to the upgrading of product quality. Finally, based on the empirical results, this article puts forward corresponding policy recommendations. When responding to the protection of foreign intellectual property rights,on the one hand,it is necessary to adapt to the increasingly severe international intellectual property protection trends, and gradually improve China 's own degree of intellectual property protection. On the other hand,we must reserve enough time and space for our export enterprises to realize the transformation from imitative innovation to independent innovation.
