In 2014,the Central Committee of the Communist Party of China and the State Council issued the national new urbanization plan(2014-2020),which proposed the development goal of new urbanization,and steadily improved the level and quality of urbanization.Urbanization has developed in a healthy and orderly way.The urbanization rate of permanent residents has reached about 60%,and the urbanization rate of registered population has reached about 45%.The gap between the urbanization rate of registered population and that of permanent residents has been narrowed by about 2 percentage points.Efforts have been made to achieve the settlement of about 100 million agricultural transfer population and other permanent residents in cities and towns.The report of the 18 th National Congress of the Communist Party of China also clearly puts forward the concept of "new urbanization",which aims to realize the integration of urban and rural infrastructure and the equalization of public services,promote economic and social development,and achieve common prosperity.It emphasizes the overall planning of urban and rural areas,the integration of urban and rural areas,the interaction of industry and city,the conservation and intensification,the ecological livability,and the harmonious development in the process of urbanization.Qinghai's urbanization rate is lower than the national average level,and it is faced with the problems of weak economic foundation,fragile ecological environment and unbalanced development among regions.There are no big cities in the agricultural and pastoral areas,and the number of towns is not large,and most of them are small towns of small scale.Qinghai Province is an economically backward province,but it is a large energy province.Qinghai agricultural and pastoral areas are rich in mineral resources and clean energy.The industrial structure has gradually changed from heavy industries such as energy mining to light industries and emerging industries.To build a well-off society in an all-round way,the harmonious coexistence of ecological environment,economic development and population transfer of farmers and herdsmen is the key to solve the problem of urbanization development in agricultural and pastoral areas,which is the major task faced by the Qinghai provincial government in the 14 th five year plan.Based on the concept of new urbanization,this paper applies the theory of population migration,the theory of unbalanced development and the theory of socialinjustice to the study of the urbanization development in the agricultural and pastoral areas of Qinghai Province,describes the development background of the new urbanization in the agricultural and pastoral areas of Qinghai Province,and analyzes the inevitability and development of the urbanization in the agricultural and pastoral areas of Qinghai Province Feasibility,through index data research,combined with natural ecology,economic development,public services and other conditions to study the development status of new urbanization in agricultural and pastoral areas,analyze the main problems and constraints,and finally put forward countermeasures to improve the development of new urbanization in agricultural and pastoral areas in Qinghai Province.
