The implementation of the rural revitalization strategy is a major decision-making deployment made by the 19 the National Congress of the Communist Party of China and the general starting point for the work of agriculture,rural areas and farmers in the new era.Industrial prosperity is the primary requirement for the implementation of the rural revitalization strategy,which is related to the effectiveness of the rural revitalization strategy,and rural industrial integration is the only way for rural industrial development.Therefore,promoting the integrated development of rural industries is of great practical significance for implementing the rural revitalization strategy,improving agricultural efficiency and farmers’ income,and narrowing the gap between urban and rural areas.Based on the background of rural revitalization,this paper uses The Entropy method and Grey correlation analysis method to measure and evaluate the level of industrial integration in Tibet’s agricultural and pastoral areas.Firstly,by reading the literature,the existing research results of scholars in the field of industrial integration are sorted out and summarized.Under the guidance of industrial cluster theory,transaction cost theory,agricultural versatility theory and other related theories,the theory of rural industrial integration is sorted out.Based on the analysis of domestic and foreign literature,combined with the goal of rural revitalization planning,starting from the connotation of rural industrial integration,following the construction principle of evaluation index system,and according to the actual situation of Tibet’s agricultural and pastoral areas to determine specific evaluation indicators.The evaluation index system of industrial integration level in Tibetan agricultural and pastoral areas is constructed,which includes five second-level indicators :agricultural industrial chain extension,agricultural multi-functional expansion,agricultural service industry development,economic benefits and social effects,and twelve third-level indicators.Secondly,The Entropy is used to measure the level of industrial integration in Tibetan agricultural and pastoral areas from 2011 to 2020,and the level of industrial integration in Tibetan agricultural and pastoral areas is analyzed from the time and space dimensions.By using the Grey correlation analysis,this paper further explores the indicators with high correlation degree with the output value of agriculture,forestry,animal husbandry and fishery and the ratio of per capita disposable income of residents in agricultural and pastoral areas to that of urban residents in the evaluation system of industrial integration in Tibet ’s agricultural and pastoral areas,and speculates that the direction of industrial integration in Tibet ’s agricultural and pastoral areas needs to be adjusted.The results show that :(1)In terms of time dimension,the level of industrial integration in Tibet’s agricultural and pastoral areas is generally increasing year by year.From the perspective of the industrial integration process in Tibet’s agricultural and pastoral areas,there are significant differences in the development of the industrial integration subsystem in Tibet’s agricultural and pastoral areas,and insufficient balance in various dimensions.(2)In terms of spatial dimension,the comprehensive index of industrial integration level in Tibet’s agricultural and pastoral areas can be roughly divided into three levels.The first level is Shigatse and Lhasa,the second level is Shannan,Nyingchi and Nagqu,and the third level is Ali and Changdu.However,there are the following problems : from the perspective of the internal factors of rural industrial integration,the development index of agricultural service industry,the social effect index and the economic benefit index vary greatly among cities,and the development of these three aspects is extremely uneven among cities in Tibet;from the regional characteristics of industrial integration in agricultural and pastoral areas,there are also certain imbalances within the region.The contribution rate of the economic benefit index of Naqu,Shannan,Lhasa and Nyingchi is the highest;the contribution rate of agricultural service industry development index in Shigatse and Changdu is the highest.The contribution rate of social effect index in Ali area is the highest.(3)Increasing the wage and property income of residents in agricultural and pastoral areas and the proportion of rural non-agricultural employment are significantly related to increasing the output value of agriculture,forestry,animal husbandry and fishery and narrowing the income gap between agricultural and pastoral areas and urban residents.Finally,from the four aspects of extending the agricultural and animal husbandry industry chain,strengthening the brand construction of agricultural and animal husbandry products,promoting the development of agricultural,forestry,animal husbandry and fishery service industry and broadening the employment channels of farmers and herdsmen,this paper puts forward some countermeasures and suggestions to improve the leading and driving ability of agricultural and animal husbandry products processing industry,increase the brand marketing promotion of agricultural and animal husbandry products,expand new service subjects and promote the transfer and employment of farmers and herdsmen,so as to promote the industrial integration and development of agricultural and pastoral areas in Tibet,and then promote the implementation of rural revitalization strategy.
