Research On The Realization Dilemma And Path Optimization Of Accurate Identification Of Rural Subsistence Allowance Objects In "Post-Poverty Era"

The current anti-poverty work in rural areas is about to enter the "post-poverty era".In the face of the profound changes in the situation of rural poverty governance,it is urgent to improve the target identification accuracy of rural subsistence allowance assistance and the degree of connection with the target of poverty alleviation and development,so as to strengthen the function of "poverty alleviation",form a joint force of rural poverty reduction,and then consolidate the achievements of poverty alleviation,prevent poverty risks,and gradually realize long-term governance of rural poverty.Therefore,it is of great significance to promote the sustainable governance of rural poverty to understand the difficulties and optimize the path for the accurate identification of rural subsistence allowances,improve the identification effect of rural subsistence allowances,and improve the connection between rural subsistence allowances and poverty alleviation and development objects.Thus,this research intends to draw lessons from precision theory about accurate identification for poverty alleviation and connotation of the definition of the framework and practical experience,in S county rural residents in anhui province and poverty alleviation and development two institutional guarantee object target recognition,on the basis of field investigation and in-depth interview,use case analysis and comparative analysis methods,detailed discussion and coping strategies of the target recognition of villages,the purpose is to through the corresponding policy adjustment,in order to work for the poverty era rural poverty governance offer some beneficial reference.This study is mainly divided into four parts.First,with reference to the conceptual connotation and logical framework of "accurate identification",the rural subsistence allowance target identification mechanism is deconstructed into three basic components: identification content,identification method and identification procedure.From this perspective,the case analysis method is used to systematically explore and study the status quo of rural subsistence allowance target identification.Secondly,based on the above research on the status quo of rural subsistence allowance target identification,this paper discusses the practical dilemma of rural subsistence allowance target identification content,method and procedure from the perspective of system design,system implementation and system embedding.Third,using comparative analysis method,through to the rural residents and the system of poverty alleviation and development two target identification practice of comparative analysis,discusses a new poverty alleviation and development policy(accurate)for poverty alleviation in poor object recognition on the innovation and practice experience,for further reference for precise innovation practice to improve the ruralresidents target recognition mechanism for poverty alleviation as reference path;Fourth,combining with the precise identification of rural subsistence allowance difficulties and referring to the practical experience of targeted poverty alleviation,specific countermeasures and Suggestions are put forward to optimize the rural subsistence allowance target identification mechanism and promote the effective connection of the two systems guarantee objects.Following the established research ideas,through case analysis,it is found that:at present,the rural subsistence allowance target identification in the content,methods,and procedures respectively show the income measurement index is suspended and poverty causes analysis absence,the family income survey method is replaced by the identity category method,the identification process de-normalized operation deviates from the status quo.Based on this,from the embedded system design,system implementation,system perspective of the three parties,that the realistic choice of target identification content design and there is a tension between,the core target recognition methods lack basic premise condition,target recognition program in rural society environmental problems is the object of the present rural minimal needs accurate identification of the main difficulties.At the same time,the comparative study shows that: accurate identification system of poverty alleviation through the construction of multidimensional poverty,advance by inputting tent card system,assigning residency,adjusting income verification,first secretary of the task force and will and democratic order review,strengthening publicity system and take the "sports type" regulatory governance innovation practice better guarantee the precision of poor object target recognition.Therefore,combining with precise aiming at difficulties of rural minimal needs,referring to the practical experience for poverty alleviation,can put forward to improve the rural residents target recognition mechanism of specific path: embedded sound identification index system,analyzing the causes of poverty,that means testing system,do grassroots governance resources,optimize the specific process specification,strengthening the supervision inspection efforts.
