| The construction of credit system has been paid more and more attention in recent years, and the establishment of the credit system has been in action.As a leading urban construction and urban planning industry it needs to establish a complete credit system to promote the development of the industry.This article aims to study the building of credit system in the designing units of rural and urban planning of Hebei province.Based on both domestic and international advanced experience,in accord with relevant laws and policies as well as the combination of the practical condition,reaching to three decisive levels and fourteen indexes.The three levels consist of basic information,good behavior and bad behavior.The sixteen evaluation indexes including registered capital,technician,operating revenue,capabilities and qualifications.numbers of annual designing plan,number of norms of the industry designing,prizes of city and town planning and designing,prizes of above the country level industry administrative departments or associations,awards,the title of advanced,work for public warfare,false application material provisions,failing to update information of qualification certificates timely,complaints and confirmations,alter,reselling,rent the certificates,take on the work of rural and urban designing plan that is beyond ones ability,designing plan illegally,ect.Three specialists are invited to rank these indexes’ s weighting factor with AHP and provide relevant index score with five class ranking system.Finally,forming the method of credit evaluation of rural and urban designing units.Take Hebei plan and design institute for an example,the credits are marked by means of the previous chapter.Accordingly,problems are posed and advices are given to increase the creditworthiness.A proposal on how to accelerate the development of credit rating system is offered targeting at the presence of the system designing units have now in our province. |
