| Poverty is a common problem faced by all countries and regions in the world,and how to eliminate poverty has become the most serious challenge.In 2015,the state puts forward the targeted poverty alleviation strategy after General Secretary Xi Jinping first proposing the important idea-“targeted poverty alleviation” in 2013.This strategy is targeted from village to household to person which is a brand-new model of poverty alleviation and similarly is a summary and innovation for the past poverty alleviation work.Meanwhile,this strategy distinguishes from the traditional "extensive" poverty alleviation model and the foreign poverty alleviation models.Therefore,east banyudian village,in the northeast of Fuping County is assessed as the research object considering that Fuping County is one of the deeply impoverished counties in the Yanshan-Taihang Mountains concentrated contiguous and extremely poor areas,and it is also a pilot county for the national poverty alleviation.This paper combines the targeted poverty alleviation with the theoretical knowledge of common prosperity,and determines the three effect evaluation indicators: precise implementation of policies;infrastructure construction;implementation of job responsibility which based on the evaluation principles of the combination of theory and practice,objective and subjective.Simultaneously,this paper evaluates the efficiency of the targeted poverty alleviation polices in east banyudian village,Fuping County.This article firstly analyzes the basic situation of east Banyudian village in Fuping County and through the implementation of various poverty alleviation polices and measures such as "six precision" and "five batches",the village has achieved a substantial effects: sharp reduction of poor population;industrial development;complete infrastructure and public conditions;Secondly,around the three evaluation indicators,we conduct a satisfaction survey among the randomly selected 100 poverty-stricken cardholders in addition interview the cadres working for poverty alleviation.Undoubtedly,the results of the survey and interviews show that the targeted poverty alleviation work in east Banyudian village have obtained good results which is manifested by the cardholders who are highly satisfied with the implementation of the three indicators.Nonetheless,this paper also points out that the issues concerning the thoughts of poor households,industrial development and infrastructure construction in east Banyudian village.Finally,the author puts forward suggestions and countermeasures to strengthen the effect of targeted poverty alleviation based on the problems found.The evaluation of the effectiveness of the targeted poverty alleviation work in east Banyudian village,Fuping County has significantly theoretical and practical implications for the future poverty alleviation work.On the one hand,it can summarize the experience and lessons from the precision poverty alleviation work,clarify the focus and direction and then take precise measures to consolidate the effect of poverty alleviation and prevent the risk of returning to poverty so that the villagers can achieve common prosperity.On the other hand,it can provide guidance for other poverty-stricken areas to carry out targeted poverty alleviation work.At the same time,the effectiveness evaluation of the precision poverty alleviation work can also provide a theoretical foundation for the village to further their work and improve the efficiency and quality of poverty alleviation. |
