Research On Financial Support For Industrial Structure Optimization In Inner Mongolia Autonomous Region

Since the reform and opening up for more than 40 years,the economic development of Inner Mongolia has been rapid.Based on regional conditions,we have insisted on promoting the optimization of the industrial structure during development.Financial policy,as an important national macroeconomic policy,plays an important role in achieving stable economic growth and industrial restructuring.Therefore,it is very important to explore the financial support to promote the optimization of the industrial structure of Inner Mongolia,find out the existing problems and propose countermeasures accordingly.This paper draws on relevant domestic and foreign literature and uses economics-related theories to analyze the mechanism of fiscal support to promote the optimization of industrial structure.Based on the above-mentioned theory,first describe the current state of finance in Inner Mongolia,the current state of the industrial structure,and the current state of financial support to promote the optimization of the industrial structure.It is found that Inner Mongolia's economy is moving towards high-quality development,but there are characteristics of imbalanced regional economic development.At the same time,the overall level of Inner Mongolia's industrial structure is low and the industrial structure is optimized.There is still a certain gap with the industry standard structure.Although Inner Mongolia 's financial support for industrial structure optimization has made some achievements,it has the following problems: low utilization of fiscal funds,irrational fiscal expenditure structure,insufficient tax policy incentives,and severe regional industrial development differentiation.Secondly,using the data on the fiscal revenue andexpenditure and industrial structure of 12 league cities in Inner Mongolia from 2008 to 2018 to construct a dynamic panel model.Based on the dual perspectives of fiscal revenue and expenditure and structure,a systematic GMM is used to estimate the impact of fiscal support on the optimization of the industrial structure,and then The total fiscal revenue,corporate income tax,deed tax and cultivated land occupation tax and public service expenditures in Inner Mongolia will inhibit the optimization of industrial structure,while the total fiscal expenditures in Inner Mongolia,value-added tax,social fiscal expenditures and economic construction fiscal expenditures will promote Optimization of industrial structure.Finally,put forward countermeasures and suggestions such as actively playing the role of the market,deeply optimizing the structure of fiscal expenditures,perfecting preferential tax policies,and building a comprehensive financial industry system.
