Abstract/Summary:
With the economic development, the economic development gap between different regions in China is becoming more and more obvious, and the industrial transfer between different regions is happening more and more frequently. However, due to the lack of certain accuracy of the regional assessment of their own ability to undertake industrial transfer, and blindly undertake, industrial transfer in many places has not achieved the expected results. In 2019,Shenzhen was set as an advanced demonstration area, committed to becoming a benchmark city and driving the development of the Guangdong-Hong Kong-Macao Greater Bay Area. Therefore, expanding advantageous industries to surrounding cities and gradually turning out disadvantaged industries is an inevitable trend for Shenzhen’s future development. This paper provides a certain direction for Shenzhen ’s transfer industry through research on the ability to undertake industrial transfer, and helps underdeveloped cities around Shenzhen in the Greater Bay Area to better undertake industrial transfer. It can also provide a basis for industrial transfer in other regions of China.Through combing the relevant literature, this paper draws out the constituent elements of the ability to undertake industrial transfer, and establishes cost factors, market attractiveness, infrastructure support level, economic and social development level, industrial structure level, openness and cooperation degree, technology research and innovation Ability to evaluate 7 firstlevel indicators and 39 second-level indicators, and selected 7 of Zhuhai,Foshan,Zhongshan,Dongguan,Zhaoqing,Jiangmen, and Huizhou as research objects,by collecting the index data of7 cities, using entropy The method determines the weight of the second-level indicators under the seven first-level indicators, and then comprehensively evaluates the ability of the seven cities to undertake industrial transfer through the TOPSIS method, and draws the following conclusions.First, through empirical analysis,it is concluded that the weight of the seven first-level indicators in evaluating the ability to undertake industrial transfer is,in turn, the degree of open cooperation, market attractiveness, technological R & D and innovation capabilities, industrial structure level, and infrastructure Supporting level, economic and social development level, and cost factors.Second, there is a large gap in the ability of the Cities around Shenzhen to undertake industrial transfer. This article divides it into three echelons: the first echelon is Dongguan City and Foshan City;the second echelon is Zhuhai City,Zhongshan City and Huizhou City;the thirdechelon Jiangmen City and Zhaoqing City. The ability of the three echelon cities to undertake industrial transfer is in turn: strong, medium, and weak.Third, cities with strong performance in undertaking industrial transfer ability have relatively developed economies, and most of them perform better under the seven factors, without absolute disadvantages.Cities with medium performance in undertaking industrial transfer ability perform better on certain factors. Some factors performed poorly;cities with weak ability to undertake industrial transfer generally performed poorly under the 7 factors.Fourth,on the whole, each city has its advantages or disadvantages.According to its own characteristics,it exerts its advantages and avoids its shortcomings, and chooses the type of industry suitable for its own development, which is conducive to improving their ability to undertake industrial transfer.Fifthly, this paper has set up the evaluation index system of the Capability of undertaking industry transfer in the Cities around Shenzhen, which has a great reference value and enlightenment for the later scholars to study the industry transfer capability of the underdeveloped cities.
