Under the background of the collaborative development of Beijing-Tianjin-Hebei have been upgraded to national strategy, Hebei Province configurated 23 platforms to undertake general manufacturing industry transferred from Beijing, meanwhile, many problems such as the position of these platforms lack of scientific division and disorderly competition exists during the process of undertaking the industry transfer has became more visible. During the process of collaborative development, configurating industrial spatial distribution scientifically is the fundament of promoting industrial transfer and industrial cluster successfully, the enterprise’s transfer also based on the certain requirement of regional market demand, factor costs, social economic development level and land supply potential. Therefore, based on the research of the capacity of undertaking industrial transfer in Hebei Province, coming up with the spatial inducting and the allocation plan on account of industrial cluster development has important guiding significance.Firstly, this article constructs one index system for evaluating the capacity of undertaking industrial transfer by respectively analyzing each city’s industrial attraction power, industrial supporting power and industrial development power, etc. The weight of indices is determined by method of using Entropy level analysis model. Multi-goal comprehensive evaluation method is used to evaluate the capacity of undertaking industrial transfer of each city in Hebei province and result is classified into 3 levels. Analyzing on obstacle amount of indexes is to make certain the comparative intensity of all the evaluation indexes. Secondly, based on the calculation of agglomeration degree of 31 kinds of manufacturing industry in 11 cities of Hebei Province, according to the analysis of spatial autocorrelation of industrial agglomeration degree, this article makes spatial recognition of the industrial cluster development level of various industries in every cities of Hebei. At last, two results are overlay to divide Hebei into different types of areas.The result shows that the capacity of undertaking industrial transfer emerges the spatial distribution feature midland is higher than the South and North region in Hebei, Tangshan, Shijiazhuang, Baoding are the preferred places, Qinhuangdao, Cangzhou, Langfang are less preferred places, Xingtai, Handan, Hengshui, Zhangjiakou, Chengde are the alternative places. The 7 kinds of industries including textile and garment, needle trade, textile, ferrous metal smelting and rolling processing industry; chemical fiber, product including leather, fur, plumage, shoemaking industry, culture and education, art design, P.E., entertainment products manufacturing, rubber and plastic industry has showed some kind of region cluster characteristic, according to the 31 kinds of location entropy of manufacturing industry in 11 cities and the local Moran index obtained local spatial autocorrelation analysis, divided every city in Hebei into “diffusion center”, “primary diffusion center”, “polarization center”, “less-developed area”. According to the qualitative coupling analysis between the capacity of undertaking industrial transfer and 4 kinds of industrial cluster development level, we divide Hebei into 8 types of areas.
