Science and technology can promote the development of productive force, andsci-technological innovation is the main source of economic growth. Under thebackground of economic globalization, the capacity for sci-technological innovationplays an important role in regional economic competitiveness. The capability isn’tgotted only by self-innovation from the inside, also obtained advanced technologiesby absorbing external, which is an important way to access external technology. Thetechnology transfer which is attendant of industry transfer, is important in improvingthe capacity of sci-technological innovation. Under the background of demonstrationarea construction on the region of Wanjiang city in undertaking industry transfer, thetransfer of industries is another way to improve sci-technological innovation in Anhui.In this context, it is worthy of seriously studying to recognize correctly the capacityand performance of science and technology innovation of Anhui, and how the regionalindustrial transfering influences on science and technology innovation of Anhui.On the basis of the relevant research literature, this paper argues regionalindustry transfering mainly contains three modes: direct investment, trade andcontract, and production of three ways, and analysis the impact of the transfermechanism for technological innovation.On the basis of the theoretical analysis, we carry on the empirical analysisconsidering the actual situation of Anhui. At the first, we analysis the status oftechnological innovation in Anhui, and evaluate the capacity of sci-technologyinnovation of China’s30provinces by using of factor analysis, and the performance ofsci-technological innovation in Anhui by DEA method. The results showed that,Anhui is at the middle level; the performance score of Anhui innovation get down,then up, and finally reached relative effective; there are some differences ininnovation performance among those cities. Then, by using the DEA method andregression analysis, we estimate the change of TFP in every region of Anhui from2004to2010, which is the basis for analysis of inter-district transfer of industrytechnology spillover and its implementation approach, and the impact of overflow offactors. The results showed that, the TFP has increased annually, and inter-regionaltransfer influences of the TFP mainly by inter-regional transfer of technology,industrial efficiency, technological progress and capital per efficient, which is affectedby regional infrastructure and the impact of economic openness. In the above analysis,we explore some ideas to improve the capacity of sci-technology innovation of Anhuiwhich is undertaking industrial transfer, and offer some suggestions.
