Research On PPP Financing Modes Of Asian Development Bank's Infrastructure Construction Projects

With the continuous advancement of industrialization and urbanization in various countries around the world,the demand for infrastructure is constantly increasing.The Global Infrastructure Center estimates that the total global infrastructure investment needs will reach US $94 trillion in 2016-2040,so the problem of financing infrastructure construction needs to be resolved urgently.Government and financial institutions have provided funds to support the infrastructure financing gap,but in the face of huge capital needs,the investment is still a shortfall.In this context,innovative infrastructure financing methods are particularly necessary,and the PPP(Public-Private Partnership)financing modes have become one of the effective ways for infrastructure project financing innovation with its unique advantages.In recent years,the Asian Development Bank(ADB)has used its close ties with the government and good communication with the private sector to play an indispensable role for PPP financing of infrastructure projects.This article takes the ADB's infrastructure construction PPP financing modes as the main research object.First,it sorts out the relevant concepts and theories of the infrastructure construction PPP financing modes.On this basis,combined with the development of international financial market,infrastructure financing demand,and the cooperation relationship of multilateral financial institutions,it analyzes the background of ADB's infrastructure construction PPP financing modes.Meanwhile,according to the World Bank Database and the latest data released by ADB,it analyzes ADB's infrastructure construction PPP in recent years from three aspects of business scale,involved fields and development trend and summarize its characteristics.After that,it systematically analyzes the operation of ADB's infrastructure construction PPP project,elaborates its operation framework,operation process and operation mechanism,and explores its operation effect,including improving the financing capacity of infrastructure construction project,improving the infrastructure construction modes and quality,speeding up the long-term infrastructure construction process,enhancing each department's adaptation to PPP financing modes and improve the operation system of public-private sector cooperation.Finally,based on the analysis and research of the main problems faced by ADB and the current development situation,it puts forward suggestions to improve the PPP financing modes of ADB infrastructure construction.
