Research On The Issue Of The New Citizens Of Ulanqab Incorporating Into The Housing Accumulation Fund Sysytem

After the establishment of China’s market economy system,the housing accumulation fund system came into being as the Times require.As a part of our country’s housing security system,housing accumulation fund has provided strong financial support for solving the housing problems and alleviated the housing pressure of employees effectively since it was put into trial operation in 1991.At present,the level of urbanization in China has been significantly improved,which also put forward higher requirements for urban infrastructure security.In particular,as the most basic living security,the housing become the most concerned object of urbanization residents.The housing accumulation fund is an effective financial means to solve the housing problem.However,the main body of housing accumulation fund in Ulanqab city are the employees and staff of government agency,enterprises and institutions.While the new citizens who are the mainstream constructors of the city are excluded from the housing accumulation fund system and cannot enjoy the support and the safeguard function of the housing accumulation fund.This is not conducive to meeting the needs of new citizens for housing,and has hindered the construction and the development of urbanization.The focus of this paper is to incorporate newcitizens into the housing accumulation fund security system in Ulanqab,to improve the housing support and conditions for new citizens by expanding the scope of the housing accumulation fund system,enhancing the social and legal awareness of the depositor and perfecting the housing accumulation fund policy.Based on mutual aid theory,social security theory,compulsory savings theory and equity and efficiency theory,this paper makes a brief statement on the concepts of new citizens and housing accumulation fund.It makes a basic research on the basic characteristics of the new citizens in Ulanqab City by means of a questionnaire survey,such as age,education level,marital status,housing status and demand,purchasing ability of and willingness to pay the housing accumulation fund,fully grasp the housing needs of new citizens and the understanding of housing accumulation fund.Through the summary analysis of the current system and operation situation of the housing accumulation fund of Ulanqab in the past six years,it is concluded that there is no breakthrough in the deposit and expansion,the policy-oriented effect of the fund usage is obvious,and the value-added income distribution is unreasonable,etc.And combed the policy basis and implementation of the new citizens’ payment of the housing accumulation fund,from the fairness of policy,the guidance of market,the security of funds explains the necessity of bringing new citizens into the housing accumulation fund security system.It is concluded that it is necessary for the new citizens to improve their housing conditions and the normal operation of the housing accumulation fund system.On this basis,the paper analyzes the main problems existing in bringing new citizens into the housing accumulation fund security system,and the existing housing accumulation fund policy is not entirely applicable to new citizens,need to make appropriate adjustments and improvements,and gives reasonable suggestions to solve the problems of the new citizens’ housing accumulation fund from the top-level design,deposit and loan mechanism,information building skills,relevant subject consciousness,value-added income distribution,etc.,so as to make the housing accumulation fund system more suitable for the current economic situation,more deeply popular.
