With China deepening the reform strategy in an all-round way, public service platforms like Equity Exchanges were set up between urban and rural areas. As a public platform for rural factors of production exchange, rural property exchange has taken an essential effect on deepening rural reforms and developing rural economy. However, irregular exchanges have occurred frequently, and it was detrimental to peasants’right and profit due to policy leak and asymmetric information. Therefore, free and fair exchanges of rural elements depend greatly on whether rural property exchanges can run in an orderly, open and efficient way. At present, rural property exchanges are in the commissioning stage. No comprehensive evaluations can be reviewed in China. It becomes necessary that to institute an index system of evaluation and a process of how to evaluate such system.To explore the rural property rights exchange performance evaluation system, this paper summarized the domestic and foreign expert’s and scholar’s research achievements of the performance evaluation of property right transactions and related issues, mainly on the basis of the theory of enterprise, "social people" theory and principal-agent theory as the theoretical basis of the research in this article. A brief overview of China’s rural development and problems of property right exchange, emphasizing on the analysis of the development of Chengdu Rural Property Rights Exchange, forged the realistic ground of this paper. Based on the summary of commercial performance evaluation theory and governmental performance evaluation theory as well as a three-dimensional system including policy performance, administrative performance and social benefit, this paper preliminarily established rural property rights exchange operation performance evaluation index system. In the case of Chengdu Rural Property Rights Exchange, this paper has been applied to build the rural property rights exchange operation performance evaluation system. Index weights were determined by analytic hierarchy process (AHP), with scoring of each index obtained by using the method of comprehensive evaluation to analyze the performance of Chengdu rural property right exchange from 2009 to 2014.In this paper, main conclusions are as follows:(1)Through the assessment of Chengdu Rural Property Rights Exchange, it can be concluded that its overall performance has been kept at a fine level and its comprehensive performance has been improving year by year since the establishment of the property rights exchange. To be specific, the corruption level has been kept low and the risk handling ability has been improving. Moreover, the basic qualities of staff and the performance of service coverage have been slighted raised. However, influenced by the changes of external environment and the transformation of the whole system, the performance quotas of Chengdu Rural Property Rights Exchange has seen partial fluctuations. To be exact, the ratio of elite talents, the number of newly developed products have seen fluctuations. The genres of business, the growth rate of transactions and the company’s sensibility level towards policies and environments are lower than what the Chengdu Rural Property Rights Exchange expected when it was just established.(2)Through the comprehensive analysis of the assessment results, it can be found that Chengdu Rural Property Rights Exchange can be easily influenced by external factors in the process of development, which leads to certain limits to its further development. The fundamental reason lies in the fact that the business model is too simple, the functionality faces certain mismatches and the service system is not fully developed.According to the conclusion, and combined with external and internal problems of Chengdu Rural Property Rights Exchange, put forward the countermeasures and suggestions:perfecting rural admission system of property right exchange mechanism, promoting the rural property rights transactions, to strengthen the construction of market guidance and supervision system, and pay attention to talent reserves and incentive system.
