At present,the most obvious problem of unbalanced and inadequate development in China lies in the countryside.The nineteen major reports of the party and the No.1 central document in 2018 put forward the strategy of accelerating the Rural Revitalization.In the report,"industrial prosperity" is the key content of Rural Revitalization.It is also required to speed up the scale of rural industrialization and create a situation of integrated development of primary,secondary and tertiary industries.To achieve the goal of "industrial prosperity" in rural areas.The development of agricultural productive service industry can break the current small-scale and low industrialization development mode of traditional agriculture in China and open up new ways,so that "agricultural productive service industry" becomes the driving point of the process of agricultural modernization in China.At the same time,the process of agricultural modernization is also the process of extension of agricultural production chain and agricultural service.The key point is whether to realize agricultural productive service industry or not "Full development".Based on the theory of Rural Revitalization Strategy,agricultural development theory,full development theory and industrial integration theory,this paper studies the full development level of agricultural producer services in China.Through the collation of relevant literature at home and abroad,firstly,the concept of producer service industry and agricultural producer service industry is defined,and the development process and current development trend of agricultural producer service industry in China are reviewed and analyzed.It is proved that the development of agricultural productive service industry is an important hand in promoting modern agriculture.According to the statistical data of 26 major provinces and regions in China from 2008 to 2017,the full development level of China's agricultural productive service industry is measured by principal component analysis from four dimensions of readiness,use intensity,impact and realization,aiming at the important sub industries of agricultural productive service industry: agricultural financial service,agricultural science and technology service,agricultural machinery technology service,and agricultural information The development of service and agricultural logistics service isanalyzed.It is concluded that the development of agricultural producer services in China is still in its infancy,and it has achieved full development only in the dimensions of preparation and use intensity.In the dimensions of influence and realization,the development of agricultural producer services in China is still very low.In addition,through the measurement of 26 major provinces,the paper analyzes the regional differences of agricultural producer services in China.Finally,compared with the development mode of foreign agricultural productive service industry,combined with the special situation of China's "big country and small farmer",the paper puts forward policy suggestions for the development of agricultural productive service industry in China: transforming the main structure of agricultural operation to make the traditional agricultural production go on the road of scale and industrialization;the government provides better and faster agricultural productive service industry through the support of national policies and finance To promote the coupling degree between productive service industry and agriculture and accelerate the development of modern agriculture.
