Research On Development Modes Of Agriculture Producer Services

Based on the theory of labor division, transaction cost theory, industrial organization theory and industrial cluster theory, this paper makes an empirical study on the development of agricultural producer services in China, analyzes the present situation of domestic and foreign agricultural producer service industry, and constructs the development ideas. This paper studies the construction of the organization models and the mechanism design of the development modes by using the game theory, and makes a deep research on the mechanism. Combining the above analysis and researches, the concrete policies and suggestions are put forward. This paper mainly completes the following six aspects:(1)The development of agricultural producer services in China is analyzed empirically and by region by using the panel data. The results show that the level of urbanization, the level of agricultural industrialization and the level of development of agricultural specialization are the main factors affecting agricultural producer service industry more obviously, and there are still differences in the development level and influencing factors in different regions.(2)This paper analyzes the present situation of the development modes both at home and abroad. It mainly analyzes the agricultural science and technology popularization, the agricultural product supervision, the agricultural product circulation, the agricultural finance and so on through the scientific research institute and the base, the examination center and the leading enterprise, with the agricultural product terminal as the center, agriculture bank and breeding company and the existing problems and restrictive conditions in China. The development patterns in foreign countries are mainly as follows:constructing productive service system with family farm management, constructing productive service system with agribusiness complex and agricultural cooperatives, three-dimensional agricultural science and technology service system, agricultural industry chain whole process circulation network service system And full coverage of agricultural financial services system.(3)The paper puts forward the ideas of development modes. The ideas are mainly based on the modern agricultural value network and agricultural economic organizations, while the government needs to change and strengthen service awareness and service functions, improve the quality of farmers, encourage new agricultural cooperative organizations and change the modes and paths of land circulation.(4)This paper studies the organization modes of agricultural producer services in China. The model of agricultural economic organization has been studied by using Shapley value method, and the results show that the peasant household first joins the agricultural economic organization, and the alliance between the agricultural economic organization and the company is the best strategy. The same method is used to study the modes with introduction of the intermediaries and agricultural economic organizations, and the results show that, regardless of what kind of intermediaries, choosing to operate is a better strategy, respectively. And their operating mechanisms are studied.Improvement of the agricultural cooperative organizations' construction is studied by using the complete static information method. And the results show that the scale and stability of the cooperative organizations should be strengthened and the governments should provide the producer services for the public welfare and encourage to construct the agricultural co-operative organization in small scale under the model of "producer services sharing", the cooperative organization is relatively stable and easy to form, but the size is vulnerable with rising costs under the model of "land lease", and the stability of cooperative organization is weak, which is more suitable for agricultural products with higher price risk due to market factors under the model of agricultural products repurchase. And their operating mechanisms are studied.(5)This paper studies the development mechanism of agricultural producer service industry in China. The models of "agriculture-related loans and agricultural economic organization" are studied by means of complete dynamic information methods and the results show that the loans with restraint conditions are favorable for promoting the development of producer services, but the low interest rate loans may cause moral risks, and further research is carried out to circumvent the moral risks effectively in the condition of the randomized check and one - off loan. And the models of "agriculture-related insurance and agricultural economic organization" are studies by using complete static information method and the results show that government non-intervention, two-way subsidies, insurance subsidies will cause the insurance market failure, government compulsory insurance will reduce the development momentum of agricultural economic organizations, in contrary the government takes premium subsidies associated with the occurrence of disasters, which can effectively play the agricultural insurance market for the positive role of agricultural development. And their operating mechanisms are studied.(6)This paper puts forward some specific policies and suggestions on the development modes of agricultural producer services in China, including the following:innovating agricultural cooperative economic organizations to promote the development of producer service industry, perfecting agricultural science and technology service system, establishing high-standard whole process quality monitoring control system, strengthening financial support and protection policies, and optimizing services to promote the integration of the agricultural industry chain, enhancing the competitiveness of the service industry clusters around the agricultural industry clusters.
