Study On Reconstruction Of Domestic Value Chain Based On Regional Division And Cooperation

With the development of China's reform and opening up and globalization,the degree of China's participation in the global value chain has gradually deepened.However,in the process of China's participation in the global value chain,the construction of the domestic value chain has been ignored,resulting in the difficulty of upgrading the manufacturing industry.At the same time,the degree of participation in the global value chain of the developed regions,mainly the eastern coastal areas,is significantly higher than that of the less developed regions in the central and western regions,which also causes the imbalance of regional economic development.In the face of the above two dilemmas,how to achieve the coordinated development of regional economy on the basis of breaking through the "low-end locking" dilemma has become a practical problem of great significance.Based on the perspective of regional division of labor and cooperation,this paper studies the reconstruction of domestic value chain,and then realizes the rise of Chinese manufacturing industry from the low-end to the high-end of the value chain,and on this basis,narrow the development gap between domestic regions.Based on this reality,the paper first analyzes the theory of regional division of labor and cooperation,industrial transfer theory and value chain theory,and then obtains the mechanism of regional industrial transfer and new domestic value chain construction.And through the empirical analysis of China's Interregional input-output table from 1997 to 2012,the current situation of each region's participation in the domestic value chain is obtained.Combined with the practical problems in the construction process of the domestic value chain,the reconstruction and Realization Mechanism of the domestic value chain is studied in depth,and the corresponding countermeasures and suggestions are given.Although there is a complete domestic value chain in China,its breadth and depth are not enough,which does not show itsdue role.2.2.The domestic value chain is too dependent on the global value chain to play its own advantages.3.The new domestic value can not only realize the overall rise of China's manufacturing industry to the high-end,but also has an important significance to eliminate the regional development gap.4.Inter regional industrial transfer is an important means to build a new domestic value chain.Suggestions: 1.The central government should formulate reasonable policies and measures,position the division of labor of each regional value chain,coordinate the interests of all parties,and actively integrate each region into the new domestic value chain.2.All regions should attach importance to the new domestic value chain,and local governments should make scientific planning for the development prospect.3.The main body of regional industry transfer is enterprises,so it is very important to cultivate the core competitiveness of domestic high-quality enterprises.4.Continue to build the infrastructure in the underdeveloped areas of the central and western regions,give full play to the advantage of factor cost in the central and western regions,and provide the basis for the reconstruction of domestic value.
