Study On Food Safety Supervision In Rural Areas

Food is essential to our lives and its safety is essential to our well-being.With the fast development of rural area,the countrymen require safe food with enough nutrition.However,food safety incidents happen frequently and damage countrymen’s safety seriously.Town F is an experiment town of stronger administration reform,and it has got authority over food safety supervision.This thesis has chosen Town F for the research of rural food safety to instruct the general administrative reform of rural governments.Targeting at rural food safety supervision,this thesis analyzed the current situations and problems in Town F based on related literature and field research.The concept and necessity of rural food safety supervision is presented.This thesis emphasis on following problems: the administrative functions concerning food safety supervision are not fully performed,the efforts and current ability of supervision are not satisfied,the propaganda is not accurate,and the administration is not full-time.On top of that,this thesis points out the reasons for the inadequate supervision regulations,lack of foundation from local authorities,and the incompetence of agencies.Finally,this thesis proposed to improve the situation,which contains several methods including followings: Firstly,the local legal system considering rural food safety should be improved,concerned legislation should be quicken up,and a general standard for scientific food safety standard should be established;secondly,healthy rural food safety supervision agencies should be set up,the authorities concerning rural food safety should be fully authorized during the administrative reform of ’Strong Town with Expended Authorities’,and the interdepartmental responsibilities be clarified,along with more members recurred;thirdly,both financial and technical support of rural food safety supervision should be enhanced,and a novel supervision system should be applied,of which includes the establishment of a smart supervision network system based on Internet technology,along with the establishments of rural home party center,peddler center which puts peddlers into centralized supervision and rural food inspection & quarantine stations;Last but not least,the propaganda built on the basis of every village of food safety in rural areas should be strengthen,the village committee should be a part of food safety supervision and the atmosphere of food safety for the whole society should be built.
