Research On Operational Risks And Countermeasures Of Overseas Economic And Trade Cooperation Zone Along "Belt And Road"

With the development of the " Belt and Road " initiative,cooperation zones in countries along the route.Overseas economic and trade cooperation zones have become an important platform for economic and trade cooperation between China and the countries along the route.Although the overall development situation of Chinas overseas economic and trade cooperation zones along the " Belt and Road " countries is good,some cooperation zones still have operational risks such as withdrawal of capital from established enterprises,conflicts with local culture,and difficulty in financing.In this context,objectively sorting out the operational risks of China's overseas economic and trade cooperation zones,and responding to them in a targeted manner will not only help the sustainable and healthy development of China's overseas economic and trade cooperation zones,but also help China's " Belt and Road " initiative to advance.In addition to the introduction,this dissertation is divided into five parts.The second part introduces the development of China's overseas economic and trade cooperation zone along " Belt and Road " Initiative from three aspects: construction situation,location distribution and industry selection.The third part analyzes the main risks faced by overseas economic and trade cooperation zones.Firstly,the risk level is divided into four parts: economic risk,political risk,cultural risk and market risk.Secondly,according to the actual situation of the overseas economic and trade cooperation zone,a total of 19 risk evaluation indicators are selected for the four major risk categories,and finally,according to the risk nature of the overseas economic and trade cooperation zone and the availability of data from the cooperation zone,Fuzzy Analytic hierarchy process(AHP)is selected as the risk assessment method of this paper.The fourth part takes Luoyong Industrial Park in central Thailand as an example to assess the operation risk of China's overseas economic and trade cooperation zone along the " Belt and Road " route,and introduces the basic situation of Luoyong Industrial Park in central Thailand from three aspects : industrial positioning,park planning and production and management.Then,according to the basic principle of the analytic hierarchy process and the first level of the risk of the enterprise operating the overseas economic and trade cooperation zone,the target layer(overseas economic and trade cooperation zone operation risk)is divided into the criterion layer(operational risk,political risk,cultural risk and market risk).Then decomposed into specific indicators,through the establishment of a hierarchical structure,consult experts to establish a fuzzy matrix,Based on the evaluation of the risk occurrence probability and severity of Luoyong Industrial Park in Taizhong,it is concluded that the total risk of operation of Luoyong Industrial Park in Taizhong is medium risk,and the risk loss is serious,so more attention should be paid to it and necessary risk control measures should be taken.The fifth part analyzes the root causes of the operational risks of China's overseas economic and trade cooperation zones according to the above conclusions,which are mainly due to the "four noes" problems such as lack of strategic planning,lack of high-quality parks,unclear business model and insufficient agglomeration of development factors.The last part of this dissertation first summarizes the risk assessment results and the root causes of the risks,and finally proposes corresponding countermeasures at the government level,association level,and enterprise level for the current operational risks of China's overseas economic and trade cooperation zones.The state should strengthen the planning and overall planning of overseas economic and trade cooperation zones,comprehensively integrate and integrate policies and regulations,and innovate the macro management system,effectively implement the funding policy support in the development of overseas economic and trade cooperation zones,and support China's overseas economic and trade cooperation along the " Belt and Road " The sustainable and healthy development of the zone lays the foundation of the system;relevant associations should play a platform role to expand the benign environment of operation and management of overseas economic and trade cooperation zones;enterprises should focus on diversified innovation,guide the park from traditional production and trade to innovative scientific and technological research and development,and value transnational In addition to the training of elite talents and professional labor forces,in addition to focusing on preventing investment and financing risks,dynamic evaluation of the overall development performance of the park should be conducted to optimize financing innovation channels in overseas economic and trade cooperation zones.Only by adhering to the "three-pronged approach" of the government,associations and enterprises can we promote the sustainable and healthy development of China's overseas economic and trade cooperation zones along the " Belt and Road ".
