| The establishment of the Silk Road Economic Belt is a major initiative for China to implement the development concept of "cooperation and win-win,and build a community of shared future for mankind",and has received positive responses from the countries along the route in recent years.According to the five development concepts of "innovation,coordination,greenness,openness,and sharing",the Silk Road Economic Belt is not only an innovative road for global economic development in the 21 st century,but also a green development road,which is the coordination between new industrialization and green ecology.Development of international cooperation.Since the development of the Silk Road Economic Belt,the region's economy has made considerable progress,but resources and the environment have faced a series of challenges and threats.In this context,it is particularly necessary to study the industrial green development of the Silk Road Economic Belt.This article first sorts out the domestic and international literature on industrial green development,and sorts it out from three levels: related concepts and theories of industrial green development,the evaluation content of industrial green development,and its influencing factors.Then,taking the Silk Road Economic Belt as the research object,the basic conditions of industrial green development were analyzed from four aspects: resources and environment,location and transportation,scientific research and human capital,and policy and system conditions.From the perspective of industrial economic development and industrial energy utilization structure,The status of industrial green development is discussed in three aspects: efficiency and industrial pollution emission status and impact.Under the basic situation of industrial green development of the Silk Road Economic Belt,further evaluation and analysis will be conducted.First,according to the "two-image duality" theory in related concepts,the meaning of performance is clarified,that is,performance is based on the comprehensive consideration of the "level" and "efficiency" dimensions,thereby determining the evaluation content of industrial green development performance,that is,based on The industrial and environmental data of the Silk Road Economic Belt from2005 to 2017 were measured by the entropy-TOPSIS method and the super-SBM model considering undesired output,respectively,to measure the level of industrial green development and efficiency,and finally obtained by the linear weighting method Industrial green development performance value,and detailed evaluation and analysis of the industrial green development characteristics of Silk Road Economic Belt and the differences between provinces from the three levels of level,efficiency and performance.Then use convergence analysis to investigate the difference between different regions.In order to clarify the reasons for the differences in industrial green development between different regions,a systematic GMM dynamic panel model was used to regressionly estimate the main influencing factors.The following conclusions were finally reached:(1)At present,China has basically formed a policy system including green development strategic planning,legal systems,etc.;the transportation facilities of the Silk Road Economic Belt are gradually improved,but logistics still exist in remote areas in northwestern Xinjiang and Qinghai.The problem of severely lagging development,at the same time the industrial scientific researchbase is weak,industrial resources are severely divided,and the scale of industrial development in Sichuan and Chongqing is quite different.At the same time,the phenomenon of "low output and high energy consumption" is prominent.(2)The overall industrial development of the Silk Road Economic Belt has the problems of low green development performance and sluggish development.At the same time,the imbalance of industrial green development performance among provinces is prominent.In terms of different regions,the overall performance of the Southwest is significantly better than that of the Northwest.From the perspective of convergence analysis,the imbalance and inadequacy of the industrial green development performance of the provinces and autonomous regions of the Silk Road Economic Belt are prominent,so the performance difference will not show a significant convergence trend in the short term.The performance of industrial green development among southwestern provinces has caught up with the development trend.However,the overall potential of green development in the Northwest has not yet been fully realized.From the perspective of the convergence effect of the growth rate of performance,the difference between the growth rates of performance among provinces will gradually decrease over time.(3)The first-order lag term of industrial green development performance has significant positive impacts on current performance in the three regional levels of the Silk Road as a whole,the Southwest and Northwest China,verifying that the industrial green development performance has a transmission effect in time;Scientific and technological innovation capabilities have a significant positive impact on the overall Silk Road Economic Belt and the performance of industrial green development in the Southwest,while the impact on the Northwest is not significant;the level of economic development has shown no significant impact on the Silk Road Economic Belt as a whole and the Southwest Has a negative effect on the northwest region;the level of foreign investment in the Silk Road as a whole and the northwest region has a significant negative impact on green performance,which validates the "pollution paradise" hypothesis and the impact on the southwest region is Not significant;the intensity of environmental regulation has a positive effect on the industrial green development performance of the three regions;the impact of industrial structure on the three regions is not significant.(4)Analysis of measures to improve performance.Generally speaking,as the less developed regions in China,the 9 provinces and autonomous regions generally have low levels of industrialization,low quality of production factors,insufficient optimization of industrial structure,and insufficient industrial cooperation with developed regions.Based on the above main issues,this article puts forward corresponding countermeasures and suggestions to improve performance from five aspects: promoting industrial growth,improving production factors,optimizing industrial growth structure,innovating regional cooperation,and using the "belt road" mechanism. |
