Research On Reform Effect And Deepening Countermeasures Of Rural Collective Property Right System In Yulin,Shaanxi

Over the past 40 years of the rural reform,the agricultural countryside of our country has been greatly developed.By the end of 2018,the total assets of the national rural collective economic organizations reached 2.91 trillion yuan,and the village average was4.9921 million yuan.However,with the continuous promotion of industrialization and urbanization in China,a large number of young and middle-aged rural farmers enter towns,resulting in a large number of rural land being abandoned.The problem of "hollowing" in rural areas is more serious.The self-government capacity of farmers is limited,and the endogenous motivation of rural development is insufficient.These problems seriously restricted the sustainable development of rural areas,agriculture,and even farmers.Besides,China 's household contract responsibility system,characterized by contract-to-household,has completely distributed production responsibilities to the family.Due to the lack of overall control of this policy,today's urban and rural development is unbalanced and rural development is inadequate,and this has become the main contradiction in China's agricultural and rural development.The main task of the reform of the rural collective property rights system in the new era of socialism with Chinese characteristics is to realize the effective allocation of rural collective resource elements,accelerate the free flow of element resources,realize the equal and mutually beneficial development of urban and rural development,and make the countryside fully revitalized.Therefore,the local government needs to deepen rural reforms,achieve high-quality rural development,promote the common prosperity of farmers,and consolidate the Party's effective management of rural areas.Yulin City is located in the underdeveloped western region,and the gap between the development of agriculture and rural areas is very large compared with that of eastern China.In particular,the land in the southern mountainous area of Yulin is barren and scattered,and a large amount of labor going out makes the land abandoned seriously.The low income of farmers,the weak rural collective economy,and the serious lag in rural economic development have become the biggest shortcomings of agricultural and rural development in Yulin City.However,the total rural collective assets in Yulin city are relatively high,reaching 26.755 billion yuan,and the village average of 8.963 million yuan.Therefore,Yulin City must accurately grasp the direction of rural reform,continuously stimulate the rural endogenous development momentum,promote agricultural transformation and upgrading,revitalize rural sleeping assets,awaken rural resources,increase the proportion of rural property income,and promote the vigorous development of the rural collective economy.Based on the research data of Yulin City,this paper uses literature research method,field research method,summary analysis method and other research methods to analyze the general situation of rural land in Yulin City;the motivation of the reform of rural collective property rights system in Yulin City;the status quo of rural collective property rights system in Yulin City;the effectiveness of the reform of the rural collective property rights system in Yulin City;the problems in the reform of the rural land property rights system in Yulin City,and exploring the future reform model.At the same time,this article draws on the experience of the "three changes" reform in Liupanshui City,Guizhou Province,and proposes countermeasures and suggestions for the reform of the rural collective property rights system in Yulin City.This provides new ideas for exploring a rural revitalization way with Yulin characteristics,industrial prosperity,ecological livability,rural civilization,effective governance,and affluent living.It also provides some effective reference for the reform of rural collective property rights in western China.
