Research On Production Outsourcing Management Optimization For Parts Business Of HD Company

With the continuous development of economic globalization,the production outsourcing of manufacturing industry of our country has achieved the great progress on various areas.As the civil-military integration development strategy continues to advance,the production outsourcing will play an increasingly important role in military enterprises.However,in the production and manufacturing link of military enterprises,it is basically a typical "large and complete" production layout mode.The production outsourcing is still in the initial stage,the research and practice are not enough,and the management level is relatively low.After the reorganization of HD Company's assets,the business operation mode of parts and components transfers from the main independent production and the auxiliary outsourcing production to the overall outsourcing production.The original production outsourcing management is unable to meet the needs of the new business model.This paper summarizes the production outsourcing management of HD company,through the investigation and interview,it is found that there are problems such as the lack of effective evaluation of production outsourcing tasks,insufficient timely delivery,further improvement of delivery quality,insufficient cost control and imperfect risk control.,the main reasons including the unreasonable selection of suppliers,the insufficient performance appraisal of suppliers,the insufficient cultivation of outsourcing suppliers,the weakening of long-term strategic cooperation mechanism with suppliers,etc.This paper applies production outsourcing management,supplier management and other related theories,to establish the evaluation index of supplier selection in HD company and use the analytic hierarchy process for the weight allocation of supplier evaluation index,as well as put forward the optimization suggestions for supplier performance appraisal,production outsourcing cost control and production outsourcing risk control.This paper provides with a series of safeguards to establish a reasonable organizational structure for outsourcing management and a complete personnel assessment and incentive mechanism,and strengthen the internal oversight and management,etc.It can guide HD Company to improve the outsourcing management level of parts production.At the same time,it is expected to have the enlightening significance for how to manage parts business by domestic military enterprises in the context of military-civilian integration.
