With the deepening of the reform and opening up process,more and more people,under the leadership of the party,are getting rid of poverty and moving towards a better life.Under the leadership of the party,China has explored a path of poverty alleviation and development with Chinese characteristics suitable for the development of national conditions,and has achieved more than 700 million rural poor people to get rid of poverty,so as to achieve the goal of building a moderately prosperous society in an all-round way as soon as possible.Therefore,our country takes the lead in achieving the Millennium Development Goals of the United Nations,and ranks first in the number of poverty reduction population in the world.During the 13 th Five Year Plan period,the most important goal of poverty alleviation in China is to achieve the main indicators of basic public services that are close to the national average level,the growth rate of per capitation disposable income of farmers in poor areas is higher than the national average level,and to basically achieve the housing safety and basic medical care for the rural poor by 2020.Compulsory education,rural poor people do not worry about wearing and eating.At present,the battle of poverty alleviation in China has reached a most critical period.In order to achieve the great goal of poverty alleviation,we must have unconventional strength,more precise measures,clearer ideas and greater determination to gather the strength of social groups so as to achieve the goal of poverty alleviation with high standards,and will not let to go of any poor people and areas.According to the report of the 19 th National Congress of the Communist Party of China,we should resolutely win the battle to get rid of poverty,so that the poor areas and the poor people can step into a moderately prosperous society together with the whole country.At this critical moment,it is very important to strengthen the organization and leadership of poverty alleviation,to do a good job in the planning and guidance of poverty alleviation,to improve the system and policy of poverty alleviation,and to do a good job in the coordination and coordination of poverty alleviation.The success or failure of poverty alleviation lies in accuracy,which comes from the control of the real situation and the formulation and implementation of "one policy for one household".Based on the Marxist Anti-poverty theory and the important exposition of Xi Jinping's targeted poverty alleviation,this paper takes Anding district of Dingxi city as an example and adopts the method of field investigation,literature research and comparative analysis method.It shows the background and significance of a home a policy during the alleviation of poverty and concludes the achievements in Anding district of Dingxi during this program.Furthermore,it also analyses the reason why the poor households can't shake off poverty,the population of people who help the poor family lacks diversification,the effect of special loans for this program is not obvious,village-level cooperatives are not effective,the practical technical training of poor households is disjointed,poor population withdrawal mechanism is not sound,some local governments do most of the work,the poverty alleviation special loan mechanism is not sound,village-level cooperatives do not operate in a standard way,the practical technical training of poor households lacks refinement and so on.At the same time,on the basis of the above analysis,this paper proposes the establishment of a scientific poverty alleviation mechanism and the introduction of social funds to examine the use of poverty alleviation loans to expand village-level cooperation organizations to carry out skills training as needed.
