In order to solve the housing problem, our country established a housingsecurity system, such as the system of affordable housing, low-rent housing system,housing accumulation fund system and so on. All these have obtained a certain result,such as solving the housing difficulties of the low-income group in majority,accelerating the pace of building a xiaokang society in our country. However, it iseasy to find that there is certain problems in the execution of the housing securitysystem in our country, such as insufficient capital supply, the applicable scope of ourhousing security is not clear, the lack of effective supervision and so on. Theseproblems impose restrictions on the development of the housing security system inour country and require us to re-examine the improvement and the execution of thehousing security system, thus put the benefiting policy into effect.The housing security system in Rui-an city of Zhejiang province has obtainedcertain achievement, such as completing the task of the fixed assets in affordablehousing investment, making new breakthroughs in the applicable housing purchase inrui-xiang district, solving the mortgage problem of the low-income families, housingchanges going on smoothly. The housing security system also faces some difficulties,such as the contradiction between supply and demand of affordable housing, thefinancing difficulties in the execution of the housing security system, the executivemanagement level is low. All these is caused by such reasons that the relevant lawsand regulations system in the housing security system is not sound, the high cost andlow profit in the financing affordable housing construction, the out of place ofsupervision in the housing security system performs, the lack of political andideological work of housing security system, etc. Therefore, in order to strengthen theimplementation of the housing security system in local government, we can deepen propaganda, establish and perfect the legal system of housing security system,strengthen the housing fund management, strengthen the management of housingsecurity, construct the financial institution in the affordable housing, perfect thesupervision mechanism of affordable housing.
