| The improved seed is the foundation of agricultural production,and the seed industry lies in the front end of the agricultural industry.The new variety is the important support for the development of modern seed industry and the key to mastering the initiative of agricultural development.At the central rural work conference held in 2013,General Secretary Xi Jinping has clearly instructed that "we should pay close attention to the cultivation of good varieties with independent intellectual property rights and ensure national food security at its source." With the implementation of the new policy of seed industry,Jiangsu has made a strategic decision to build a "strong province of modern seed industry",and has taken effective measures to support the seed backbone enterprises to become bigger and stronger.In this study,120 seed enterprises with breeding ability in Jiangsu province were selected to carry out systematic investigation on 13 typical seed enterprises,and the commercial breeding ability,conditions and existing problems of seed enterprises were systematically analyzed,and their development strategies were discussed.The following results were obtained:First,the present situation of commercial breeding ability of seed enterprises in Jiangsu Province:1.Commercial breeding mode and production.There are three main ways:enterprises develop breeding work themselves;employ breeding experts in scientific research institutions to take charge of technical guidance;cooperate with scientific research institutes and share scientific research results.2.Seed companies with commercial breeding ability basically have their own breeding institutions,R&D bases and basic facilities on a certain scale.3.The investment in breeding and scientific research is increasing year by year,there are great differences among enterprises,and the total amount of general investment is not very high.4.The proportion of breeding scientific research personnel is small,and most of them mainly introduce talents.5.The ability to undertake scientific research projects is strong,but there are great differences among enterprises.Second,the main problems in commercial breeding of seed enterprises in Jiangsu Province:1.On the whole,the seed enterprise commercial breeding ability is not strong.The ability of independent breeding is not enough for varieties with strong development.2.Overall variety R&D positioning is not very clear.The development of commercial breeding has not been promoted to a very high strategic position,and no specific development strategy has been formed,which leads to unclear location of breeding research and development.3.The seed enterprise independent input breeding funds are less.Most enterprises have no fixed and priority R&D investment proportion,but the overall investment ratio is small.4.The commercial breeding material is scarce,breeding research and development high-tech application is not enough.5.The breeding high-end breeding talented person is insufficient,the team stability needs to strengthen.Third,the strategy of improving the commercial breeding ability of Jiangsu Province:1.The policy system of commercial breeding in Jiangsu Province should be perfected on the basis of implementing the opinions of the General Office of the Provincial Government on deepening the reform of the seed industry system and improving the innovation.2.Encourage the breeding resources of Jiangsu Provincial Academy of Agricultural Sciences and higher agricultural colleges to flow to seed enterprises,and effectively support and establish the main position of commercial breeding of seed enterprises.3.Encourage seed enterprise science and technology innovation technology and ability building.4.Optimize the investment channel of commercial breeding,explore the mechanism of transformation and transaction of scientific research achievements in new seed industry,and solve the problem of insufficient investment in breeding in seed enterprises.5.Explore more effective seed industry supervision and service model. |
