Under the background of accelerating urbanization and population flow to core cities,people's demand for housing is becoming more and more diversified.The healthy development of housing rental market is just the inevitable requirement of the development of real estate market.In recent years,the Ministry of housing and urban rural development and local governments have intensively issued a series of policies to encourage the development of the housing rental market in order to maintain the stable development of the real estate market and establish a long-term mechanism of the real estate market,the most striking of which is "rent and sale with the right".Under the environment of high degree of bubble in the real estate market and the transformation from the incremental to the stock market,the fundamental goal for the state to promote the development of the housing rental market is to activate the market demand of the housing lease and to promote the return of housing to the living attribute,so as to balance the contradiction between supply and demand in the real estate market and stabilize housing prices.In recent years,Hangzhou,a booming first-line city in China,has ushered in the situation of accelerated land urbanization and hindered the process of citizenization.Its housing market and household registration system have been paid close attention to.In response to the housing demand of the migrant population,the government has implemented a series of housing reform policies of "rent,sale and right".This paper uses the evaluation method of the implementation effect of public policy,through literature research,field research,questionnaire survey and other methods to evaluate the implementation effect of the policy of"rent and sale of the same rights" in Hangzhou.How effective the implementation of these policies,we need to use scientific evaluation methods and reasonable evaluation index system to make a judgment,and then put forward pertinent suggestions.This paper first introduces the inspection background,and points out the reason and significance of this study.The second chapter is the definition of related concepts and theoretical review.First of all,this paper describes the concept of "rent and sale with rights"and introduces the theory of public policy evaluation.The third chapter is the process and current situation of Hangzhou's policy implementation.Firstly,it reviews the background of Hangzhou's policy implementation in eight stages,and then summarizes the undertow situation of Hangzhou's policy implementation.The fourth chapter is the evaluation and result analysis of the implementation effect of the policy of "the same right of lease and sale" in Hangzhou.It establishes the index system suitable for the evaluation of the implementation effect of the policy of "the same right of lease and sale" in Hangzhou.It uses the fuzzy grey comprehensive evaluation method to get the evaluation results,and analyzes the achievements and existing problems.The fifth chapter is the investigation of the implementation effect of the policy of "rent and sale with the same right" in Hangzhou.The evaluation result shows that the final result of the implementation effect evaluation of the policy of "rent and sale with the same right" in Hangzhou is that the effect of the government's macro-control is relatively ideal,but it still needs to be further improved in the satisfaction of the lessee's right guarantee and the cultivation of the housing rental enterprises.The sixth chapter is the suggestions for the performance of the policy of "rent and sale with the same rights" in other cities in China.According to the evaluation results of Hangzhou,this paper puts forward three suggestions for other cities,including the lessee,the housing rental enterprise and the local government.At last,it summarizes the whole article and explains the innovation and deficiency.
