Research On The Mechanism Of Xiong'an New District's Promotion Of Beijing-Tianjin-Hebei Industrial Synergy

The purpose to set up Xiong'an New District in Hebei in 2017 is to relieving Beijing's non-capital functions and further promoting the coordinated development of Beijing,Tianjin and Hebei.The decision not only meets Beijing's need to solve the “big city disease”,but also provide Hebei a new way to transform economic growth mode by taking the high-tech part of Beijing's non-capital functions.However,whether and how Xiong'an New District can realize its role in promoting the coordinated development of Beijing,Tianjin and Hebei need to be discussed.To figure out the effect of Xiong'an New District on the coordinated development of the area,this paper adopted a complex system synergy degree model to measure the level of industrial synergy in the area in the past 10 years.The results show that after the establishment of Xiong'an New District,the level of industrial coordination in the Beijing-Tianjin-Hebei region has increased rapidly,and the increase of industrial coordination in Hebei has been most obvious,which validates the significant positive effect of Xiong'an New District in promoting the coordination of the BeijingTianjin-Hebei industry.Then this paper analyzes the mechanism of Xiong'an New District in promoting coordination through an industry transfer model based on game theory,taking the congestion effect caused by excessive industrial agglomeration into consideration.Comparative analysis methods are used to compare the change of welfare of participants before and after the industrial transfer.It show that Xiong'an New District is necessary for Beijing to remove non-capital functions,and it is also feasible for high-tech industries to make a transfer.But only when Beijing's aversion to congestion is high enough can industrial transfer benefits the three participants.Therefore,this paper introduces the interest coordination mechanism between Beijing and Xiong'an New District.It is believed that the interest compensation from Xiong'an New District to Beijing will drive Beijing to lead the transfer of high-tech enterprises voluntarily.Combining theoretical analysis,we put forward some policy suggestions at the end of this paper.
