Environment-preserving agriculture is a kind of sustainable agriculture that gives full play to the material circulation function of agriculture,coordinates the relationship with the increase of productivity,reduces the use of chemical fertilizer and pesticide,and lightens the environmental load.The concept of environment-friendly agriculture was first proposed by Japan's Ministry of Agriculture,Forestry and Fisheries in 1992.The basic idea of this concept is that "agriculture is the most compatible industry with the environment",the main content is "through appropriate agricultural production activities,to protect the land and the environment,give full play to the agricultural material cycle function,improve production efficiency,reduce environmental load.".Then,under the guidance of the concept of environment-preserving agriculture,the Japanese government has carried out long-term reform and development in five major areas:agricultural environmental protection,food safety,resource recycling,organic agricultural products market,environmental protection scientific research and education.China is a large agricultural country,and the protection of agricultural environment is directly related to the sustainable development of resources,the safety of agricultural products,food safety and national health and a series of issues.The study of environmental protection agriculture in Japan can not only reveal the importance and necessity of agricultural environmental protection in today's times,but also provide rich practical experience for China's ongoing environmental protection policies and rural revitalization strategies.In this paper,literature analysis,Comparative Analysis and Interdisciplinary Research Methods are used to study the history,development stage,development concept and dynamic mechanism of Environmental Protection Agriculture in Japan.The study shows that the origin of environmental protection agriculture in Japan is deeply influenced by Chinese traditional agricultural thought,natural agricultural law and western countries environmental protection agriculture.At the same time,under the guidance of reducing chemical fertilizer,pesticide and resource recycling,Japan's environmental protection agriculture has experienced the development stage from government-led to market-led.Finally,under the influence of environment pressure,government incentive and market power,Japanese agriculture has realized the profoundtransformation from chemical agriculture to environmental agriculture.Environmental Legislation,civil rights protection,technology research and development and government investment all play an important role in the process of managing and protecting agricultural environment.The government,enterprises and the people are indispensable forces,forming a "government-led,enterprise initiative,the participation of the whole people,rooted in the grass-roots,covering the whole society" model of environmental protection.Under the unified concept of environmental protection,the combination of various means and forces constitutes a model of joint governance in the process of environmental governance by the Japanese government,civil society,enterprises and international groups.In the next few years,our country is in the key period of achieving a well-off society in an all-round way,lifting out of poverty in an all-round way,agricultural modernization and rural revitalization.Japan is actively exploring ways to change its development concept,improve environmental protection laws,bring into play the dual role of the government and the market,and strengthen environmental education,it has a profound reference significance to the sustainable development of agriculture and the strategy of rural revitalization in China.
