Abstract/Summary:
Public Safety Agencies face innumerable challenges, while trying to deal with a crisis situation. Each event is a learning experience for the public safety community and the rescue processes applied will continue to evolve, as time passes. It is, however, essential to recognize key factors that stall rescue work and consider practices that might help to make the process of disaster relief much more efficient in the future. Inspired by Weick and Sutcliffe's (2001), Managing the Unexpected, and the notion of Best Practices in Crisis Communication, this thesis makes an endeavor to gauge public safety agencies as being High Reliability Organizations (HROs). The study tries to understand issues related to organizational characteristics and practices that affect the outcome of the response provided in times of a crisis situation.
