Cyberspace is quickly becoming an important domain for warfare and the current US cyber policy does not address a cyber act of war. The purpose of this Capstone Project is to recommend a policy regarding what constitutes an act of war in cyberspace. Developing a cyber act of war policy required answering multiple research questions which when answered and analyzed, resulted in policy recommendations. The research topics are effective policy writing, established cyber policy frameworks, and US' reluctance to fill recognized gaps in their cyber act of war policy. The research revealed the recommendations for the new policy needed to be flexible to adapt as cyber-attacks are constantly evolving. The specific recommendations would be accomplished through avoiding strict definitions regarding which types of cyber-attacks amount to an act of war and sticking to more subjective criteria. Allowing decision makers latitude through subjective criteria results in an adaptable and flexible policy. |
