Millions of southeast Los Angeles County residents are paying too much for their tap water. The extra money they pay offsets expensive water bills in the west part of the county, where income is on average substantially higher. The extra cost also subsidizes several oil refineries in west L.A. County that use millions of gallons of tap water every day. These refineries are benefiting from the extra cost incurred by southeast L.A. County residents.
