This paper generally studies the theory of water right, the policy and rule of water right, the domestic and international trends of water right handing over measure. It adopts the method of statistical analysis of historical materials, calculation of theory, calculation of analogy test to research the water-saving measure of what Dengkou irrigated area hands over the water right to China Electricity. The article generally researches the support and requirement capacity of the water, the current situation of water-head, the measure of water-saving rebuilding, the water-saving project investment, time limitation and changing prices of water right handing over, evaluation of the environmental impact, water and soil conservation measure..as a result:1.Dengkou irrigated area has the ability to transform the water right to China Electricity by Water-saving measures.2.Water-saving measure adopt project economizes on water, plant crop adjust , improveing the irrigation system.3. Tuoyou electric factory of China electric launches into 37,179,300 yuan to realize water right, and the change water price is 0.37 yuan,4. Realizing water right hands over needs to build 24.7KM trunk canal, to rebuild branch canal 10 seats, and to build a new examining bridge.5. Through the above-mentioned three measures, realizing water right change 5319.18m~3 in 2010, and realizing water right 6199.18 m~3 in 2020.6. What Dengkou irrigated area hands over the water right to China Electric is economy, feasible and easily operated.7.The keys of how to hand over the water right are construction quality, operation management system, improve water-saving efficiency and reduce the water-saving cost.
