Research On Pricing And Effectiveness Of Water For Urban Residents In Taiyuan

As a necessary element of human survival and development,water resources play a vital role in the progress of human civilization.As a major body of water,urban residents play a very important role in the utilization of water resources and the protection of water environment.At the same time,as a kind of daily necessities,water resources relate to the vital interests of the people,so how to set a reasonable and fair water price for residents is particularly important.As a typical city with water shortage in the north,Taiyuan will face more severe water resource problems in the process of urbanization expansion and economic development.According to statistics,the water consumption of urban residents in Taiyuan in recent years accounts for about 35% of the total water consumption in Taiyuan,second only to industrial water consumption,and even more than industrial water consumption.It can be seen that domestic water consumption is the main force of water consumption in Taiyuan.Therefore,formulating reasonable water price,strengthening the management and optimal allocation of water resources,making rational use of water resources and taking the road of green development for the whole people are the only way to alleviate the current and future conflicts of water resources in Taiyuan.On the basis of reviewing and sorting out a large number of domestic and foreign literatures,this paper systematically sorted out relevant theories such as the formation mechanism of water price and the effectiveness of policies,and made an empirical analysis with Taiyuan as an example.First of all,based on the total cost structure of water price,the water price of urban residents in Taiyuan is calculated by fuzzy comprehensive evaluation,accounting cost accounting and other methods,and then the current total cost water price in Taiyuan is calculated.Secondly,on the basis of economic theory,using mathematical statistics,regression analysis and other methods in resource saving,cost recovery and social justice three dimensions to measure the effectiveness of the current Taiyuan residents ladder water price implementation,and further analyzed the Taiyuan urban residents for the water can bear ability;The research shows that the current full-cost water price in Taiyuan is about 9.28 yuan /m3.The stepped water price for urban residents in Taiyuan city has played a positive role inresource saving,cost recovery and social equity,but there are still some problems such as the high setting of the first step water amount and unreasonable pricing structure.Under the current income level of residents in Taiyuan,there is room for the price of water for urban residents to be raised.Finally,in view of the above research and analysis,the paper puts forward countermeasures and Suggestions to the existing problems of water price for urban residents in Taiyuan.
