Abstract/Summary:
The state of Nebraska has a unique spatial distribution of population. Much of the state's population is located in a few urban areas in the eastern part of the state. A female youth development organization (FYDO) wishes to re-organize the way they utilize their resources and services based on population. The current system consists of service centers, initially designed to provide a physical structure the FYDO can utilize for a variety of purposes. These service centers are in the middle of districts that have been designated by the organization.;It has come to their attention that this system is being under-utilized and they are looking for an alternative way to allocate their resources. They wish to transition from using the physical service center buildings to designating "hub" communities, which will be a particular city. Once the hub community is established, proposed re-districting, without the limitation of being tied to a physical structure, will be made. A combination of models and geographical information systems (GIS) software will be used to address this redistricting to assure the best allocation of resources.;The organization is also requesting the number of future potential FYDO members that will reside in Nebraska in the next twenty years. Various population forecasting techniques will be discussed and estimates made. Using this new information, another proposed re-districting will be analyzed for comparison to the current FYDO data.
