Study On The Policy For Government Cultivating Of Integrativeness Social Organization Of External Population

With the reform and open policy,the process of urbanization in China has become faster and faster,cities provide a platform for the external population in life and work.At the same time,the external population had made a huge contribution for the city construction.As one of the cities of the floating population concentration area,the ratio of household population and external population of Guangzhou was nearly 1:1.The increasing number of the external population also bring a series problem,the unbalance of social benefit such as housing,employment,education,social welfare had appeared,a great challenge which the government is facing to.In order to change the situation about the unbalance of social benefit of the external population,the government must extend the public service to them.With decades of experience,the difficult situation of lack of social service of the external population couldn't be changed if the government is the only supplier of social service.As the change of government service and the development of social governance,the participation of integrativeness social organizations is the sufficient supplement in social service.In recent years,Guangzhou began to explore the approaches that how to improve the working and living condition of external population,make up the lack of public service,create a harmonious social environment,promote social integration and maintain social stability.NanHuaXi Subdistrict Office of Haizhu District had made a great success during the reform and open policy,had got series of honor such as “The National Star Subdistrict Office”,“First Subdistrict Office in China”,“The National Demonstration Site of Spiritual Civilization Construction”,“The National Demonstration Site of Harmonious Community Construction ”.NanHua Xi Subdistrict Office had got substantial achievement in innovative practice of social governance in recent years,such as building smooth channels for the expressing of public opinion and strengthening the cohesion power of the community.In order to solve the problem which cause by the increasing of external population,NanHua Xi Subdistrict Office make an innovation of service management model,cultivated integrativeness social organization of external population—“New NanHuaXi Association”,had changed the situation which the government was the only supplier of social service.By case study with New Nan HuaXi Association,after it's establishment,the integrativeness social organization of external population also under lead of the government,and the running also restrained by government function and benefit,self-government function couldn't be played well.By using the methods of interviews,research and literature analysis,on the basis of investigation,this paper will induce and analyze the problem objectively by demonstration,offer the tactics for cultivating of integrativeness social organization of external population to consult.
