| The long held belief in Canadian historical writing is that communication between the Conservative government of John Diefenbaker and the civil service broke down between 1957-1963. Using archival evidence of the South African withdrawal from the Commonwealth and the grain sales to China, this thesis will show that Conservative cabinet ministers during those years continued to effectively utilise the bureaucracy to develop and implement policy. |
