On Reinventing The Local Government Under The Guidance Of Scientific Development View

Since the 70's and 80's of the last century, the upsurge has been raised numerously in many western countries in order to adapt to the globalization and the information technology needs, meet the international fierce competition challenges and avoid serious finance difficulties, and improve the efficiency to win the public support. Therefore, the movement of western nation's"government reinventing"is the product of the specific historical condition. Based on the theory of business process reengineering, the purpose of government reengineering is to build an efficient government with highly entrepreneurial spirit. From the practices of government rebuilding in different countries, most of these activities have been led by the central government in swift ways. So it can be concluded that the characteristics of the government reengineering in western countries are fundamentally reconsidering, beginning from the redesign flow, thorough transformation and remarkable progress etc.In the background of globalization, the local government reengineering of China is bound to be influenced by the theories and practices of western government rebuilding project. What's more, it is also necessary for us to use the reasonable ideas for reference from western countries, taking advantages of human beings'advanced political civilization products. However, because there are many differences in background and reality between our country and western countries, local government rebuilding in China should accord with the situation of our own country and manifest the special characteristic of China.Party's 16 sessions of three CCP plenary conferences has strategically and systematically put forward the scientific development view, which has become a new theory for guiding Chinese economic development and accomplishments of different social cause. The launching local government rebuilding should be in the guidance of scientific development concept, because both of them have similar practical bases and aims and their purposes are to promote the progress of the whole society and the realization of people's development comprehensively and freely. Only under the guidance of scientific development view,, the reengineering of local government can be promoted along the correct direction and achieve the anticipation of the country and the people. This paper consists of nine parts. The first and second parts are introduction and literature review. It introduces proposed problem of the paper, research purpose and research content and methods, and then points out the important points, difficult points and innovation points; subsequently tells us the theoretical origin, core content and theoretical essence of the overseas government reengineering; then it reviews the understanding, appraisal, enrichment and development of the famous domestic experts and scholars on government reengineering. The third and fourth parts elaborate the necessity of local government reengineering in China under the guidance of scientific development view. The fifth part tells us the main problems confronting local government reengineering in China. The sixth part is the principles of local government reengineering in China. The seventh part discusses on the counter measures of local government reengineering in China. The eighth part points out the basic goal and approach of Chinese local government reengineering. The ninth part concludes that we should go on our own way to carry on the local government rebuilding and explore positively in all-round aspects under the real situation of our own country or the very local region, instead of copying others. The deficiency of this paper is that it lacks of case study and comparative research.
