Abstract/Summary:
During the past 12 years, the author has devoted most of his professional career and much of his personal time to: (1) evaluating and developing methodologies, procedures, and tools for improving and integrating business functions, and (2) using them in real operating organizations--first in the Army Corps of Engineers and then across all Department of Defense functions and components through the Office of the Secretary of Defense. This thesis documents his contributions and puts them in context with the work of the leading theorists and practitioners of this evolving management science. It makes the case that a new "unified management framework" is needed for managing business process reengineering and information engineering as a single integrated discipline. It describes the new framework, what it is designed to achieve, its expected payoffs, and what happens if management decides to do nothing.
