Abstract/Summary:
The transfer of a technology is influenced by the social, economic and political context in which it developed, and to which it is transferred. When Official Development Assistance is shifting to sustainable development, policy conflicts in the application of a transferred technology will arise. In a case study of two Canadian projects in the transfer of remote sensing technical knowledge, the questions of gaining and promoting access to the technology, interpretation and verification, its use in national development planning, and in policy formation are examined. Policy conflict is observed in the application of the technology to the management of Thailand's diminishing mangrove resources; this situation could be avoided by making explicit the goals and expectations involved in the transfer of technical knowledge.
