Research On The Ecological Products Effective Supply And Implementation Paths In China Provincial Under The Background Of Supply-side Reform

The reform and opening up enhanced the level of China's economic development and improved the people's living standards greatly.However,people's demand for ecological products such as clean water,fresh air,safe food and beautiful environment is increasingly higher,but the production and supply of these ecological products can not meet the growing needs of the people.Providing high-quality ecological products and improving the supply efficiency of ecological products are the strong support to deal with new contradictions and the due meaning of socialism with Chinese characteristics in the new era.Supply-side reform is an important measure to promote the construction of ecological civilization in China.The overall objectives,main directions and key jobs of the supply-side reform have double superposition and highly concurrence with the target mission,value appeal and basic path of ecological civilization construction,Supply-side reform will be the focus and force point of ecological civilization construction and green development.Therefore,to promote the construction of ecological civilization and expand the effective supply of ecological products,we must start with the reform on the supply side.This paper takes 30 provincial-level administrative regions(excluding Tibet,Hong Kong,Macao and Taiwan)as the research object,and analyzes the effective supply and realization of eco-products from the perspective of supply-side reform.Firstly,based on the statistical data from 2004 to 2016,the DEA model was used to analyze the efficiency of provincial and regional ecological product supply.Then,the restricted dependent variable Tobit panel model was used to empirically analyze the factors affecting the effective supply of ecological products.And then,from the aspect of system supply,the issue of how to further use system design and arrangement to promote the effective supply of ecological products was discussed.Results obtained are as follows:(1)At present,China has made remarkable achievements in ecological civilization construction and the supply capacity of ecological products has effectively improved,but there is still a wide gap.The efficiency of supply of eco-products in all regions is obviously different,which is the best in the western region and the worst in the northeast region.(2)The redundant input of resources causes the insufficient supply of ecological products,the productivity of effective supply of ecological products in China is generally increasing,and the change of technical efficiency is the main driving force that affects the supply capacity of ecological products in China.(3)As far as the eastern region is concerned,energy consumption structural adjustment,ecological restoration,and ecological space are the main influencing factors for increasing the effective supply of ecological products;the industrial structure and energy consumption structure in the northeast region have significantly hindered the effective supply of ecological products;scientific research in the central region.The scientific research investment,energy consumption structure,ecological restoration and ecological space are conducive to the effective supply of regional ecological products;the investment in environmental protection funds in the western region,scientific and technological innovation and application of ecological technologies,ecological space,energy consumption structure adjustment and the effective supply of ecological products are positively related.(4)Increasing the supply of effective systems is conducive to promoting the effective supply of eco-products.
