Food safety has always been a basic public safety concern of the state and society.As early as 2004,the State Council has issued “on further strengthening the work of food safety decision” of the relevant documents,and pointed out that to strengthen the construction of law enforcement team,establish and improve the food safety supervision and detection system,increase the intensity of special agricultural inputs,etc.Until now,the state council has issued important documents related to food safety every year and proposed to implement the healthy China strategy at The 19 th Communist Party of China National Congress(CPC).In the context of a healthy China strategy,food safety regulation is still a topic of general concern in all sectors of society,and its efficiency evaluation has become an endogenous demand for economic and social development.This paper mainly uses Data Envelopment Analysis,Malmquist index method and Tobit regression to analyze the efficiency of food safety supervision in China and its influencing factors.Firstly,the input-output data of China's inter-provincial food safety supervision from 2015 to 2017,including undesired inputs,were collected,and the static efficiency of food safety supervision in 19 sample areas in China was measured by BCC model,SBM model with undesired outputs and super-efficiency SBM model.The static efficiency of food safety supervision in each sample area was measured.Through the measurement,it was found that the efficiency of food safety supervision in China is not high,and most areas have not reached the DEA validity.From the geographical distribution of east,middle,and west,the efficiency of food safety supervision in China shows Obvious regional differences of "high in the east and low in the west";Secondly,the dynamic efficiency of China's food safety supervision was measured using the Malmquist index method,and the index decomposition was analyzed.From the time series of the measurement results,China's food safety regulatory efficiency has not reached the optimal level,and there are still have problems in food safety regulatory systems and regulatory technologies.From the perspective of various regions,from 2015 to 2017,China's food safety showed a slight upward trend,and the national average rose by about 1.1%.Thirdly,this paper takes the static efficiency under the BCC model as the dependent variable and uses the Tobit regression model.Regression results show that the township and rural marketization degree,public education level,regulatory and technical personnel number has a positive influence on food safety regulation efficiency,and the regional economic development level,agricultural industry development degree and degree of catering enterprises scale index is not through the test,its impact on the efficiency of the food safety supervision is not significant;Finally,based on the empirical results and in combination with China 's food safety regulatory system model and regulatory status,it is proposed to increase investment in regulatory resources,increase attention,adapt to local conditions,rationally allocate regulatory resources,accelerate technological innovation,and enhance regulatory capabilities Specific strategies and improvement measures to improve the efficiency of food safety supervision,contribute their own power to food safety,and provide rational recommendations for China to become a major food safety country and a strong food safety country.
