With the continuous advancement of the country's deepening reforms and economic structural transformation,decision-making issues are showing a trend of diversification,complexity and detail in the new era.How to fully characterize the evaluate information and choose the appropriate information fusion method,combined with the appropriate decision model to obtain a true and credible decision result has aroused the enthusiasm of domestic and foreign experts and scholars in the field of multi-attribute group decision making.Therefore,this paper build a decision model based on the generalized Picture fuzzy linguistic information,and conducts in-depth research from the aspects of decision information representation,information fusion operators and decision method improvement.The specific content is as follows:1.In terms of the representation of decision information.Combining interval-valued 2-tuple linguistic representation model and Pythagorean fuzzy linguistic term set related theories,the concept of interval 2-tuple Pythagorean fuzzy linguistic set is proposed.Combining with the idea of Z-number considering the reliability of information evaluation,the Pythagorean 2-tuple Z linguistic set is proposed on the basis of the Pythagorean 2-tuple linguistic set.These two linguistic sets are two special cases of the generalized Picture fuzzy linguistic information,which can be applied to different information elicitation scenarios.Subsequently,we further explored their respective operational rules,score functions and measurement theory,etc.2.In terms of fusion operators.Based on interval 2-tuple Pythagorean fuzzy linguistic set,interval 2-tuple pythagorean fuzzy linguistic weighted averaging operator and interval 2-tuple pythagorean fuzzy linguistic weighted geometric operator are proposed.Based on Pythagorean 2-tuple Z linguistic set,Pythagorean 2-tuple Z linguistic weighted averaging operator and Pythagorean 2-tuple Z linguistic weighted geometric operator are proposed.In view of the fact that the Muirhead Mean operator can fully consider the internal relationship between attributes in the information aggregation process,combined with the Picture fuzzy linguistic set,the Picture fuzzy linguistic weighted Muirhead Mean operator and Picture fuzzy linguistic weighted dual Muirhead Mean operator are studied.This type of operator has better flexibility and applicability than the traditional Bonferroni Mean operator.Subsequently,for these three types of operators in different application fields,the monotonic and idempotent properties are studied and proved.3.In terms of decision-making model improvement.Based on the distance measurement and considering the preference relationship of decision makers,two different utility value fusion methods,CIA and FIFA are proposed.The traditional MULTIMOORA decision-making method been improved in the interval 2-tuple Pythagorean fuzzy linguistic set and Pythagorean 2-tuple Z linguistic set environments,and their own decision-making models are established.It is used in university performance evaluation and medical supplier selection.The experimental results verify the effectiveness of the model.
