Since the UK put forward the concept of low carbon in our energy future:creating a low-carbon economy,low carbon has become a yardstick for global development.Industrial development,technological innovation,industrial upgrading and even lifestyle are all aimed at high efficiency and cleanness.Low-carbon development requires all industries to develop on the basis of environmental protection.However,the current extensive development mode of China's coal enterprises runs counter to the low-carbon goal.Coal accounts for 69%of China's energy consumption and is the main energy source in China.Relevant research data show that this proportion will not change greatly in a long period of time in the future.As a province with large coal resources,coal enterprises in heilongjiang are mainly state-owned enterprises,which generally face problems such as high emissions,low output,structural imbalance and backward system and mechanism.Under the background of low carbon,it is imperative to scientifically plan coal development and implement the transformation of state-owned coal enterprises.Whether state-owned coal enterprises have the ability to transform and the size of the ability to transform is the key to the current transformation.Therefore,it is of great significance to study and evaluate the transformation capacity of state-owned coal enterprises in heilongjiang province under the background of low carbon.According to the research idea of "theory-model-demonstration-conclusion",this paper studies the transformation capacity of state-owned coal enterprises in heilongjiang province under the background of low carbon.First of all,the thesis expounds the system of low carbon economy,the state-owned coal enterprise transformation and transformation of evaluation of domestic and foreign research present situation,through the analysis about the present situation of state-owned coal enterprise transformation,summarizes problems of state-owned coal enterprise transformation,and analysis the causes of the problems,to comb the influence factors of affect the state-owned coal enterprise transformation,lay theoretical basis for the below.Second,through the literature research and questionnaire survey out the evaluation index of state-owned coal enterprise transformation,according to the economy,resource,technology,environment,industry and the safety of six aspects ability to build up capability of state-owned coal enterprises in heilongjiang province transformation of evaluation index system,according to the characteristics of the development of state-owned coal enterprises in heilongjiang province,24 secondary indicator,and complete the construction of index system.Again,the state-owned coal enterprises in heilongjiang province as the sample data collection,with the help of SPSS20.0,AMOS20.0 data analysis software,this paper results of the questionnaire and the data were analyzed,and the method of evaluation index by combining supervisor and objectively to empowerment,and using TOPSIS improved grey correlation method to evaluate the transformation ability of state-owned coal enterprises in heilongjiang province,and analyzes the empirical results.Finally,the paper suggests Suggestions and countermeasures on how to enhance the transformation ability of state-owned coal enterprises in heilongjiang province.Countermeasures and Suggestions are put forward from six aspects of closing down loss-making enterprises,attaching importance to talent training and technology research and development,accelerating industrial structure adjustment,strengthening environmental protection constraints and paying attention to production safety,so as to provide beneficial reference for the transformation of state-owned coal enterprises in heilongjiang province.
