A Study On The Evaluation Of The Development Level Of Low-carbon Economy In Shaanxi Province Under The Background Of Industrial Transformation

In order to cope with the increasingly serious global atmospheric greenhouse effect and accomplish the path of green low-carbon development,China has carried out the pilot work on low-carbon provinces and low-carbon cities since 2010.Finally,the five provinces and eight cities,including Shaanxi province were listed as the first low carbon pilot provinces.In recent years,Shaanxi has actively carried out low-carbon pilot work and develop low-carbon economy.An objective and accurate assessment of the development level of low carbon economy in Shaanxi province can help Shaanxi province to carry out low-carbon work more effectively in the future.First of all,this paper establishes the theoretical foundation of low carbon economy after finishing the domestic and foreign existing research,which mainly including the connotation of low carbon economy and its related theory and the interaction between industry transformation and low carbon economy.Furthermore,This paper reviews the development of low-carbon economy in Shaanxi Province,including four aspects: economic situation,energy use,carbon emission scale and policy support.Meanwhile,this paper makes a further empirical analysis on the connection between industrial economic structure and carbon emissions,and explores whether the adjustment and upgrading of industrial structure is conducive to carbon emission reduction,thus providing a theoretical basis for exploring green,low-carbon and circular development in Shaanxi Province.Then,we set up a low carbon economic development level evaluation system,which based on principal component analysis(PCA).The evaluation system is divided into three(economic development,social progress,construction of low carbon)primary indicators and thirteen secondary indicators.Based on the index data of Shaanxi Province from 2006 to 2015,this paper evaluates the development level of low-carbon economy in Shaanxi Province,and compares with the scores of Guangzhou Province and Liaoning Province,which are the first batch of low carbon pilot provinces.The empirical results show that,with the passage of time,Shaanxi Province carbon emission reduction effect is obvious,and low-carbon economy development level continues to improve,but the future commission space is still very large.Finally,according to the evaluation results of the development level of low-carbon economy in Shaanxi Province,and synthesizing the existing problems in the current development,this paper puts forward four countermeasures and suggestions.: continue to play a leading role in government;Accelerate the optimization and upgrading of industrial structure and improve the layout of industrial structure;Diversified Development of Energy consumption and Construction of Circular economy system;Optimizing the quality of Ecological Environment and improving Regional carbon sequestration capacity.
