Economic development is accompanied by the use of a large amount of energy,which increases greenhouse gas emissions and aggravates global climate change.The massive emission of greenhouse gases,mainly carbon dioxide,is one of the important factors of global warming.Reducing carbon emissions and developing low-carbon economy have become the consensus of all countries in the world.As the world's second largest economy and the largest carbon emitter in the world,China's 13th five-year plan(2016-2020)has set a target for energy conservation and emission reduction:by 2020,the energy consumption of 10,000 yuan of GDP will be 15%lower than that of 2015,and the total energy consumption will be limited to 5 billio n tons of coal.As a major industrial province in China,Shaanxi province is also a pilot province for carbon emission reduction.How to reduce carbon emissions on the premise of ensuring economic growth is an urgent problem for Shaanxi province to solve.By reading and summarizing the literature,this paper used IPCC to calculate and quantify the carbon emissions of Shaanxi province from 2009 to 2018.Based on the GDIM factor decomposition method,the paper makes an empirical analysis of the carbon emission factors in Shaanxi province.On the basis of testing EKC curve by means of unit root test,co-integration test and granger causality test,the long-term equilibrium relationship between carbon emissions and economic growth in Shaanxi province was discussed.Meanwhile,Tapio decoupling model was constructed to reveal the decoupling relationship between industrial carbon emissions and economic growth in Shaanxi province.The results show that from 2009 to 2018,Shaanxi province's energy consumption was dominated by coal,accounting for more than 50%of the total.The annual GDP growth rate of Shaanxi province is as high as 13%.The scale of industrial output and its related effects haveShaanxi province is as high as 13%.The scale of industrial output and its related effects have the greatest impact on industrial carbon emissions,while the per capita added value effect has a restraining effect on the change of carbon emissions.There is an inverted U-shaped curve relationship between industrial carbon emission and economic growth in Shaanxi province,and a weak decoupling relationship is generally presented.Finally,this paper gives countermeasures and suggestions from four aspects:government guidance,optimization of industrial structure,adjustment of energy efficiency,and promotion of technological innovation.The research in this paper is beneficial to Shaanxi Provincial government to formulate targeted carbon emission reduction policies,so as to complete the emission reduction task and provide scientific basis for Shaanxi Province to develop low-carbon economy.
