At present,China is facing severe environmental pollution problems,which have caused serious threats to residents' production,life and health.The party and the state attach great importance to the construction of the ecological environment and have been focusing on strengthening environmental regulations for many years.As the heavily polluting industry,the iron and steel industry ranks among the top three in the industrial industry.Therefore,it is subject to multiple supervision by the government and society.How to balance the coordinated development of environmental protection and the steel industry and improve the performance of the steel industry require in-depth research seeking a solution.By sorting out relevant literature,it is found that most of the research starts at the enterprise level and verifies whether environmental regulation will increase the production cost of the enterprise,whether it will increase the barriers to entry to the industry,and whether it will promote technological innovation in the enterprise.There is a lack of research,especially on whether environmental regulation has a spatial effect on the performance of the steel industry.This paper uses spatial measurement and factor analysis methods to select China's steel industry over 30 provinces and cities from 2007 to 2016 as a research sample,empirically analyzes the impact of environmental regulations on the performance of China's steel industry,and draws the following points in conclusion:(1)environmental regulation restrains the promotion of steel performance.Regional environmental regulation not only directly affects the growth of local steel performance,but also restrains the performance of other regions.The empirical results show that environmental regulation has negative space spillover effect on steel performance,that is,environmental regulations in this region will inhibit the performance of other regions.(2)The Iron and steel industry has the effect of spatial agglomeration.Through the scatter plot of the Moran's I,we find that the performance of steel industry shows the clustering of high value regions and high value regions,and the clustering of low value regions and low value regions,and the test results of the Moran's I show that there is a significant spatial positive correlation between the performance of the steel industry,which indicates that the development of the regional steel industry will promote the development of the steel industry in the neighboring regions,but the concentration of high-quality steel industry in China is relatively low,in view of China's current iron and steel industry concentration is low,industry dispersion,poor performance level has a good guiding significance.(3)Many factors affect the performance of steel industry.This paper finds that the level of economic development and the performance of iron and steel industry are not synchronized,which is related to the imbalance of iron and steel industry,such as excess capacity,industry concentration and so on.Secondly,the empirical results show that technological innovation can significantly improve the performance of steel industry,and the larger the scale of steel industry,the higher the performance level,while the proportion of foreign capital has no significant impact on the performance of steel industry.According to the above research conclusion,and combined with the main problems faced by China's iron and steel industry,this paper holds that if China's iron and steel industry is to develop healthily and stably in the long term,it is necessary to formulate more reasonable environmental regulation policies and increase the investment in research and development of core technologies,expanding the export space of iron and steel industry and raising the concentration degree of iron and steel industry.Due to the limitations of related data and Research Angle,there is no in-depth study on the impact of Environmental Regulation on steel industry structure,which is one of the research directions in the future.
