Study On The Establishment Of The Regulations On The Protection Of Ecological Environment In The Wujiang River Basin Of Guizhou Province

The 18 th National Congress of the Communist Party of China first proposed to build ecological civilization,which Guizhou province regards as a new development opportunity.Therefore,in the future,Guizhou Province will pay more attention to the management of ecological environment in Wujiang River Basin.With the rapid development of social economy in Guizhou Province,Wujiang River Basin in Guizhou Province is facing increasingly serious ecological environment problems.The traditional river basin laws and regulations can not adapt to the changes of river basin problems in the new era,nor can they meet the requirements to solve these problems.Aiming at these problems,in the first chapter,this paper summarizes the ecological environment of the Wujiang River Basin in Guizhou Province,defines the concept of "ecological environment",systematically expounds the current situation of the ecological environment of the Wujiang River Basin,and explains and comments on the legislation of the ecological environment protection at home and abroad.In the second chapter,based on the relevant documents and data published by the government in recent years and combined with the practice of ecological environment management in Wujiang River Basin,through the comparative analysis of relevant laws and regulations,the following points are found.Firstly,there are difficulties in the construction of the legal system of ecological environment protection in Wujiang River Basin,and the problems are expounded from the perspective of the central and local governments.Secondly,the existing river basin governance model in China is in the governance There are some difficulties in the three areas of subject,governance basis and responsibility.Once again,it is found that the multi information sharing mechanism of watershed ecological environment protection needs to be established and improved,which is an important problem in the current Wujiang River basin ecological environment governance and needs to be solved.The third chapter of this paper fully demonstrates the necessity and feasibility of the formulation of the regulations on the protection of the ecological environment in the Wujiang River Basin of Guizhou Province,and provides the legislative theoretical basis for the formulation of the regulations in Guizhou Province.In the fourth chapter of this paper,based on the problems involved in the ecological environment management of Wujiang River Basin in Guizhou Province and the experience gained in the basin legislation at home and abroad,with the help of the guiding ideology,legislative purpose and basic principles that "Regulations" should have,the core of theformulation of "Regulations" can be clearly defined,and then the relationship of all parties in Wujiang River basin can be jointly managed by the governance subjects and multiple subjects Finally,establish and improve the information sharing mechanism,put forward targeted solutions that can solve the actual problems in Guizhou Province,so as to regulate the ecological environment of the river basin,aiming to continuously promote the ecological environment of the Wujiang River Basin in Guizhou Province to the road of sustainable development in the form of local laws and regulations,and realize the values of Jinshan Yinshan is green water and green mountain.
