Coal is the most important one-time energy in our country,and its consumption is closely related to the gross national product.However,the coal industry is a well-known high-risk industry,and its safety issues have been widely concerned by society.Although in recent years,the death rate per million tons of coal has been declining year by year,the death toll is still as high as more than 300,and major safety accidents still occur from time to time.The main reason is the safety management of coal enterprises.Based on the Data Envelopment Model(DEA),the safety management efficiency of 14 listed coal companies from 2012 to 2019 was measured,and the empirical results were further decomposed into pure technical efficiency and scale efficiency for analysis.This paper summarizes the domestic and foreign research literature and analyzes the current situation of coal enterprise safety management.Then use the Malmquisit Index Model to decompose the safety management efficiency change index into technical progress index,pure technical efficiency index,and scale efficiency index,and analyze the internal driving factors that affect the change of safety management efficiency.Finally,the Tobit Panel Model of random effects is used to analyze the size and direction of external influence factors on the efficiency of enterprise safety management.According to empirical analysis,from 2012 to 2019,the average values of coal enterprise safety management efficiency,pure technical efficiency and scale efficiency are 0.674,0.765,0.88.There are large differences in efficiency levels between companies,and there are only two companies that have been at the forefront of production.The efficiency of enterprise scale is generally higher than the efficiency of pure technology,but the number of enterprises that reach the effective scale is relatively small.From 2012 to 2019,the average values of coal enterprise safety management efficiency change index,technical progress index,pure technical efficiency index,and scale efficiency index are 1.047,1.018,1.125,1.066.The improvement of pure technical efficiency is the main factor that promotes changes in enterprise safety efficiency.From the perspective of dynamic changes,the efficiency of scale in 2012-2016 limited the development of technical efficiency,and technological progress is the main factor that promotes the improvement of safety management efficiency.2016-2019 technical efficiency is the main factor that promotes the progress of safety efficiency,and pure technical efficiency is the main factor that restricts or promotes changes in technical efficiency.From the perspective of influencing factors,safety investment(-0.0887)and safety training(-0.0002)have a negative increase in safety management efficiency due to redundant investment.Scientific research investment(0.1604)and labor productivity(0.0272)will significantly promote safety management efficiency.The scale and the proportion of employees with middle and high education have no significant impact on the efficiency of enterprise safety management.Finally,based on the above research results,corresponding opinions and suggestions are put forward for the healthy and sustainable development of coal enterprises.Figure 15 table 26 reference 73...
