In the era of rapid change of knowledge and technology,a country's level of technological development and technological innovation capability directly determines the country's comprehensive strength and andinternational competitiveness.Public R?D organization is the key subject of a country's scientific and technological innovation system,and it is an important source of knowledge for innovation.Through the long-term observation of reality,the innovation model of public R?D organization is changing with the change of internal and external environment.The innovation mode evolution of Public R?D organization is drived by multiple factors,including external factors and internal factors.The external factors include government policy,market demand,science and technology,and the internal factors include organizational mission,innovation characteristics of scientists.Based on related research on innovation system theory,the industry-university interaction is one of the drivers of the evolution of public R?D organization innovation,and the problem how the interaction drive the innovation model evolution of public R?D organization is very important.Under this background,this paper will reveal the mechanism of how interactive relationship drive the innovation model evolution of the public R?D organization.This paper study public R?D organization innovation model evolution from the change of three aspects including innovation input,innovation process,innovation output,and establish theoretical model on that interaction relationship drive the innovation mode evolution of the public R?D organization.The main research contents include:(1)based on the extensive literature,this paper tracked research on industry-university cooperation,organizational innovation model evolution,organizational innovation ability and other aspects at home and abroad and the latest progress,and analyzed the shortcomings of existing research in evolution,organizational innovation cooperation aspects,and pointed out the differences from other studies.(2)This paper study the influence of the interactive relationship on the innovation model evolution of public R?D organization.The industry-university interaction is divided into loose coupling and tight coupling according to the degree of the relation.Based on dynamic capability perspective,this research analyzed how the relationship affect the innovation ability of public R?D organization,and how to influence the choice of innovation mode of public R?D organization.Therefore,this paper established a theoretical model that industry-university interaction influence the innovation pattern of public R?D organization through the accumulation of innovation ability,to better know the theory research about industry-university interaction and the innovation model evolution of public R?D organization.(3)This paper taked the RAL of Northeastern University as an example to carry on longitudinal case study,to reveal the intrinsic mechanism that industry-university interaction drives the innovation model evolution of public R?D organization.The interactive relationship between public R?D organization and enterprise developed from loose coupling to tight coupling,and the innovation ability was continued accumulation in this process.The innovation platform changed from based on experience or search to based on research,and affected the change of innovation input,innovation process,innovation output,therefore the innovation mode changed as the final performance.
