Nowadays,in order to win new opportunities in a new round of global industrial competition,developed countries are focusing on the development of emerging industries,such as new materials.non-ferrous metal'new material is the leader in the new material industry.Through long-term efforts,China's achievements in the production and scale of non-ferrous metal materials have made China one of great producers of non-ferrous metal'new material in the world,but it is not a productive power.In the highly competitive and dynamic environment,non-ferrous metal'new material industry only relies on the isolation mechanism such as imitation,which can not guarantee the durability of the competitive advantage.For a long time,how can we achieve the goal of upgrading the non-ferrous metal'new material industry in China from a great country to a strong country,and reduce the gap with developed countries,and rapidly increase the technological innovation capability of the non-ferrous metal'new material industry? These are problems that our country faces.As the non-ferrous metal'new material industry is an important strategic emerging industry,and related research on the industry is still in the exploratory stage,so there are relatively few documents available for reference.Throughout the domestic and foreign scholars' research in the field of industrial technology innovation capability,most of them focus on the evaluation of industrial technology innovation ability from the perspective of management.Few people study the emergence process and mechanism of industrial technology innovation capability.Therefore,this topic has important practical significance.Based on the theory of complex adaptive system(CAS)and the theory of industrial technology innovation,this paperdefines the technological innovation capability system of non-ferrous metal'new material industry as a complex adaptive system,and analyzes the structure and operation mechanism of the system.On the basis,this article constructs the concept model of the technological innovation capability system of non-ferrous metal'new material industry and the emergent measurement model of this system.Based on the emergence theory,this paper analyzes the emergence source,the emergence process and the emergence result of the technological innovation capability system of non-ferrous metal'new material industry,and constructing built an indicator system for measuring emergence.Finally,based on the method of parameter entropy calculation of Parzen window and the theory of entropy change,the emergence strength of the technological innovation capability system of non-ferrous metal'new material industry is calculated and analyzed in this paper.
